HomeMy WebLinkAbout2010-01-14 Commissioner MinutesTHURSDAY, JANUARY 14, 2010 The Franklin County Commissioners met Thursday, January 14, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public Comment was received from Allen Piper, President of Citizens for Responsible Government who commented about the Chambersburg School Board meeting last night, the earthquake in Haiti, and press attending the Commissioners Board meeting. Mr. Piper also thanked the Commissioners and Row Officers for returning COLA's and asks County Executives to not accept their increases and will continue to address this issue until County Administration does the right thing. Commissioner Ziobrowski asked the Chairman if he could address comments made by Mr. Piper. Commissioner Ziobrowski told Mr. Piper that he's wasting the Board's time when talking about everything that he thinks up and that Mr. Hart is not getting a raise this year and that Mr. Piper should do his homework before commenting on this issue. The County has a 100 million dollar budget and Mr. Piper can't think of anything else besides giving back raises and it's a waste of the Board's time. Public Comment was also received from Bud Bennett who still questions the Tourism Director's qualifications and also spending $10,000 for Ice Fest. Chairman Keller informed Mr. Bennett that information was available for him last week but Mr. Bennett was not at the meeting. The information was provided to him. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 4, January 5, and January 7, 2010 meetings. The Board reviewed Central Booking matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment to cover items purchased in 2010 with the Central Booking Grant -carryover from 2009. The Board reviewed Coroner's Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Jeffrey R. and Phoebe J. Conner for lease of office space located at 1497 Loudon Road, Chambersburg, PA at a cost of $250.00 per month (an increase of $25.00) for the period of January 1, 2010 through December 31, 2010. The Board reviewed Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $241,575.00 to appropriate the funds for the Homeless Prevention and Rapid ReHousing Program (HPRP) to begin the program. Continued on page 2 The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Amanda J. Black to provide Intensive Case Management Services for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) for a total contracted amount of $47,600.00 for the period of January 12, 2010 through January 31, 2012. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Certification for authorized use of 9-1-1 funds under the Public Safety Emergency Telephone Act. The Board Reviewed District Attorney matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $772.89 to cover WIN invoice for December covered by the STOP Grant. The Board reviewed Magisterial District Judge. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $37,121.00 for additional appropriation for occupancy costs for MDJ's Cunningham and Hawbaker. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Resident Transport Services Agreement between the County of Franklin and South Mountain Volunteer Fire Department to provide transport services for the Nursing Home at a cost according to Attachment A for the period of January 14, 2010 through December 31, 2010 and will be renewable for three one year periods. The Board reviewed Recorder of Deeds matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Richard K. Hoskinson to provide contracted attorney services at a cost of $2,194.00 per year for the period of January 1, 2010 through December 31, 2010. The Board reviewed Register of Wills matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Richard K. Hoskinson to provide contracted attorney services at a cost of $2,194.00 per year for the period of January 1, 2010 through December 31, 2010. The Board reviewed Sheriff matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Redding Law Office, LLP to provide contracted attorney services at a cost of $13,354.00 per year for the period of January 1, 2010 through December 31, 2010. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment to move County share from Transportation to Cross Systems to reflect changes due to the State Budget. Continued on page 3 The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Comcast Spotlight to advertise the 2010 IceFest in eight hundred, 30-second spots on History, Food and Discovery channels at a cost of $3,948.00 for the period of January 14, 2010 through February 1, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Advertising Agreement between the County of Franklin and Journal Publications to advertise in the Hershey Harrisburg Visitors Guide which has a distribution of 400,000 at a cost of $4,100.00 for the period of January 14, 2010 through July 15, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Hagerstown Broadcasting/WJEJ for the Visitors Bureau to sponsor news on Tuesdays, Thursdays, and Saturdays at a cost of $2,033.00 for the period of January 1, 2010 through June 30, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Hagerstown Broadcasting/WJEJ for the Visitors Bureau to sponsor a custom outdoor and recreation show called Outdoors in Franklin County at a cost of $1,200.00 for the period of January 14, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Sponsorship Agreement between the County of Franklin and Totem Pole Playhouse for the Visitors Bureau to sponsor The Complete History of America running June 29 through July 11, 2010 at a cost of $3,750.00 for the period of January 14, 2010 through July 15, 2010. In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter, Inc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Apple Jack Estates for stormwater discharges associated with construction activities fora 20 lot residential subdivision located in Mercersburg. In accordance with PA Acts 67, 68 and 127 notifications, Curfman & Zullinger Surveying Inc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Kolpark Associates for stormwater discharges associated with construction activities for twelve lots left undeveloped within the subdivision project located in Guilford Township. John Hart, Chief Clerk/County Administrator met with the Board to provide an update on the Record Archive program to reduce paper for elected officials that is a two year process. Employee Self Serve implementation will be started by next pay and most employees will be doing pay slips electronically with a few exceptions where some departments will still be using paper. Mr. Hart also reported about the recent Right to Know request from the Public Opinion and informed the board that the County did abide by the Right to Know Law and the County Policy. When the individual asked for certain documentation it was not clear what they wanted and when staff tried to clarify the request the person interpreted it as not complying. Staff also tried to pin point what information was wanted to save the individual reproduction costs. Again the individual interpreted the questioning as noncompliance. The County will require all public to complete the Right to Know Request moving forward. Continued on page 4 Chairman Keller reported to everyone present that himself, John Aguirre, John Hart and Maria Wagner entertained a group from China yesterday along with their interpreter and thanked John Aguirre and John Hart for orchestrating this on such short notice. Richard Wynn, Human Services Administrator, Clair Hornberger, MH/MR Director and Teresa Beckner, Fiscal Director met with the Board to provide information on the process for contracting and auditing procedures that have been updated for MH/MR. Mr. Wynn also brought to the Board's attention that the State enacted immediately more budget cuts in Human Services that are around $100,000.00 for Franklin County. Mr. Wynn will report back to the Board at a later date when further information is received. The meeting was adjourned at 10:46 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
