HomeMy WebLinkAbout2010-01-21 Commissioner MinutesTHURSDAY, JANUARY 21, 2010 The Franklin County Commissioners met Thursday, January 21, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 12, 2010 and January 14, 2010 meetings. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Acceptance and Authorization of Additions and Exonerations to the Tax Collectors of Franklin County for the years 2008 and 2009, in order that the Tax Collectors listed may close their 2008 and 2009 County and County Library Duplicates and that the attached lists entitled "Board of Assessment -Summary Report" dated January 16, 2009 be made a part of these minutes. The Board reviewed additional Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certify the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivisions of the County and the name of the Tax Collectors of said political subdivision for the year 2010. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and David C. Wertime to provide contracted attorney services at a cost of $4,213.00 per year for the period of January 1, 2010 through December 31, 2010. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Addendum #2 to Lease Agreement, dated January 15, 2007 between the County of Franklin and AMS Rentals, LLC to extend the lease through January 14, 2013 and to amend Section 2c. as listed on the addendum. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Thomas Shatzer for lease of land for agriculture purposes on Franklin Farm Lane for a lease amount of $725.81 per month for the period of January 1, 2010 through December 31, 2012. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Butler Mechanical Services to provide preventative maintenance on Cummins Portable Generator including load testing at a cost of $1,025.00 for the period of January 1, 2010 through December 31, 2010. Continued on page 2 The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Contract between the County of Franklin and L. Robert Kimball and Associates, Inc. to provide telecommunications services for radio system consulting at a cost $101,700.00 for Task 1 basic services and $42,000.00 plus expenses for Task 2 Optional Services for the period of May 7, 2010 through September 30, 2010. The Board reviewed District Attorney matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Subgrant Award Notice (2009/2010/2011-VA-06-20562) from Pennsylvania Commission on Crime and Delinquency for the STOP Domestic and Sexual Violence Services for a grant award of $81,640.00 for 2009, $146,680.00 for 2010 and $146,680.00 for 2011. The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification of County Maintenance Effort pursuant to Section 254(a) of HAVA and in accordance with HAVA Title II Financial Assistance Agreement for the reporting period of July 1, 2009 through December 31, 2009. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment to provide for various items either carried over from 2009 or where funding erroneously eliminated by MUNIS. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Grant Application to Pennsylvania Commission on Crime and Delinquency for the License to Carry Project requesting a grant amount of $8,628.00 for the project period of April 1, 2010 through March 31, 2011. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Grant-In-Aid Award Notice from juvenile Court Judges' Commissioner to award $21,552.00 for Probation Services and $98,645.00 for Specialized Probation Services for the period of July 1, 2007 through June 30, 2012. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Certification of County Funds for 2010 Program Year for total funds in the amount of $135,000.00 for the purchasing of agricultural conservation easements. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the agreement dated November 5, 2009 between the County of Franklin and Misner and Company to correct the start date of contract to November 16, 2009. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Sharon Hammond to cover delivery of approximately 7500 Franklin County Visitors Guides to approx. 300 businesses throughout Franklin County at a cost of $3,250.00 for the period of January 21, 2010 through May 1, 2010. Continued on page 3 The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Centre Publication for Visitors Bureau to advertise on the back cover of the annual Shippensburg Chamber Directory and Community Profile at a cost of $2,599.00 for the period of January 21, 2010 through October 29, 2010. In accordance with PA Acts 67, 68 and 127 notifications, Department of Army notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program being applied to comply with the Pennsylvania Air Pollution control Act for property located at the Letterkenny Army Depot. John Hart, Chief Clerk/County Administrator informed the Board of the following items: still researching the FCC license questions; radios are in and dispatchers will be trained shortly; still gathering information on which budgets have been affected by the current State budget cuts; Emergency Services are starting an explorer program for youth; and Division Leaders are working on management plans. Phil Tarquino, Planning Director met with the Board to discuss Planning matters. The meeting was adjourned at 9:47 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
