HomeMy WebLinkAbout2023-08-23 Commissioner Minutes WEDNESDAY, AUGUST 23, 2023 The Franklin County Commissioners met Wednesday, August 23, 2023, with the following members present: David S. Keller and John T. Flannery. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Chairman Keller announced that Commissioner Ziobrowski will not be attending the meetings today. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. The minutes of the August 16, 2023 meeting were reviewed. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie Gray, County Administrator, for more information on the resolution regarding the grant for the Patrick Gass House. Ms. Gray responded that we are still in the beginning stages of the process of renovating the Patrick Gass House, which faces Franklin Farm Lane close to Route 30, utilizing some Redevelopment Assistance Capital Program (RACP) grant funds. She continued that the grant does require a 50% match. The amount that has been tentatively allocated to Franklin County from the State is $500,000. It does require the same amount as a dollar for dollar match so if the Board decides to move forward with passing this resolution it would encumber the $500,000 of county funds which we are researching possible options for not having them be general funds to act as a match for that grant. At the same time we are just pulled together an estimate of the cost to do the work. Ms. Gray stated that we will be working with Jeff Neilson in Property Management to make sure we have accurate figures to submit with this resolution as part of a large scale detailed application. So the money is initially set aside and this information is pulled together and then the State provides the final decision, in the past, what has been tentatively agreed to remains the amount and if it would change she will let them know. The items will be decided upon in the afternoon session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Adult Probation matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the Supervision Funds Agreement between the County of Franklin and Pennsylvania Department of Corrections, Division of Court Services to receive funds relative to Supervision Funds for the period of January 20, 2022 through June 30, 2027. This agreement would be Pursuant to Section 27 of Act 59 of 2021. Continued on page 2 The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #002 from Lobar, Inc. for the Franklin County Courthouse Annex Renovation Project general construction for door and hardware revisions for an increased amount of $5,299.09. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #003 from Lobar, Inc. for the Franklin County Courthouse Annex Renovation Project general construction for revisions at reception 302 and elevator lobby 363 for a decreased amount of $511.00. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Homeowner Assistance Fund Vendor Acknowledgement from PA Housing Finance Agency to authorize the County Taxing Authority to implement procedures necessary to administer the funds of the American Rescue Plan Act, Homeowner Assistance Fund. This fund allows for financial assistance to homeowners for delinquent qualified expenses related to mortgages and housing. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved Resolution No. 2023-15 to file a formal application, match commitment and business plan for a Redevelopment Assistance Capital Program Grant in the amount of $500,000.00 to support renovation costs to restore the historic Patrick Gass House located in Guilford Township. The match commitment is $500,000.00. The Board reviewed Coroners matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the quote from Jennings Chevrolet for purchase of a 2023 GMC Acadia AWD vehicle at a cost of $41,656.00. Quotes were requested with only one responsive quote received. The Board reviewed Department of Emergency Services matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the quote from Medical Priority Dispatch Corp. DBA Priority Dispatch for the seven current emergency dispatch protocol software licenses, service and support renewal in the amount of $26,880.00 for the period of September 12, 2023 through September 11, 2024. This software provides the required protocols needed for Telecommunicators to dispatch fire, EMS and police calls. It also allows the Quality Assurance Coordinator to review 911 calls, as required by PEMA, to ensure proper protocol standards. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the quote from Dell for the remainder of the annual computer bulk order at a cost of $89,329.99. This includes regularly scheduled equipment replacement of old computer hardware. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Axon Enterprise, Inc. to replace the existing TASERS with TASER 7 at a total cost of $40,134.00 for the period of August 23, 2023 through August 22, 2027. This purchase includes the new start-up package for the Taser 7 including: weapon, magazine, flashlight, sights, CID, logs and dock etc. This company is on state contract pricing. Continued on page 3 The Board reviewed Planning Department matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the Housing Trust Fund Grant Agreement between the County of F amount of $13,000.00 to support Noah's House and Gracie's Place bringing their residences up to new standards set by Pennsylvania Department of Drug and Alcohol. This agreement is for the period of August 23, 2023 through December 31, 2023. In accordance with PA Act notifications, Keller Engineers notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal permit being applied by Quincy Township Sewer Authority for the continued discharge of effluent to the West Branch of Antietam Creek from the existing wastewater treatment plant located along Nunnery Road in Quincy Township. In accordance with PA Act notifications, BHE GT&S, LLC notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 Permit application being applied by Eastern Gas Transmission and Storage, Inc. for a temporary road crossing and maintenance, testing, repair, rehabilitation or replacement of water obstructions on property located in Fannett and Metal Townships.
