HomeMy WebLinkAbout2010-03-04 Commissioner MinutesTHURSDAY, MARCH 4, 2010 The Franklin County Commissioners met Thursday, March 4, 2010, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of February 23, 2010 and February 25, 2010 meetings. The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Agreement and Affidavit Request for Exoneration between the County of Franklin, David L. and Sandra D. Moore and Benjamin and Winnie Buterbaugh for the County to agree to forego collection from Benjamin and Winnie Buterbaugh or David and Sandra Moore the past due and current real property taxes for the mobile home with the following tax parcel number 18-K-17- 69A-LO. The Board reviewed Department of Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Proposal from Kuhn's Radio Communications, LLC to provide maintenance on the Eventide Recorder and VOIP System for 911 center at a cost of $10,500.00 for the period of March 12, 2010 through March 11, 2011. The Board reviewed Drug & Alcohol matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the 2010 Budget Adjustment in the amount of $11,180.50 to appropriate the PA Liquor Control Board grant for the Across Ages Mentoring Program due to award letter was not received in sufficient time to include in the 2010 budget. The Board reviewed Drug & Alcohol matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Notice of Award to North Point RX for the Suboxone Medication Bid. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved Amendment No. 1 to the preferred provider group contract, prescription drug contract, and senior medicare complementary group contract between the County of Franklin and Capital Advantage Insurance Company dated January 1, 2009 to delete exhibit A, certificates of coverage and include exhibit C, financial arrangement. In accordance with PA Acts 67, 68 and 127 notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Hoover Mill Farm, LLC to install a waterline to a pasture located in Metal Township. In accordance with PA Acts 67, 68 and 127 notifications, Ingenco notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program Title V Permit Renewal Application being applied for landfill gas to electricity facility located in Greencastle, PA In accordance with PA Acts 67, 68 and 127 notifications, Wenger Feeds notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program plan approval application for a modification to our current air operating permit on property located in Southampton Township. John Hart, Chief Clerk/County Administrator informed the Board of the following items: County received the permit from Guilford Township for remodeling of the Jail Annex for the Archival project. The Board reviewed Election matters and conducted a bid opening for Delivery of Election Equipment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to forward the bids received to the Deputy Chief Clerk and the County Solicitor for review. The Board will award or reject the bids on Tuesday, March 9, 2010 at 9:15 a.m. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Vouchers for credit card payments. The Board met with the Human Resources Associate and the Deputy Controller for Salary Board matters. Teresa Beckner, Fiscal Director met with the Board to discuss Fiscal matters. The Board recessed and will reconvene at 10:30 a.m. for Assessment Appeals. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. The meeting was adjourned at 12:05 p.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller.
