HomeMy WebLinkAbout2010-03-11 Commissioner MinutesTHURSDAY, MARCH 11, 2010 The Franklin County Commissioners met Thursday, March 11, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public Comment was received from Mr. Bud Bennett who is still waiting for the answer to his question from a few weeks ago about the Tourism Director's qualifications and has a clipping from the State that they are going to cut money out of tourism and sees a lot of items on the agenda for tourism but guesses nothing is going to be done about it. Public Comment was also received from Mr. Allen Piper, President of Citizens for Responsible Government who is shocked at the amount of money going into tourism and it's on every agenda and wants to know benefits derived from spending this money. Mr. Piper would like to know if the Board has looked at the budget and looking at cutting costs related to tourism. Mr. Piper also wanted clarification of what approving vouchers is so Chairman Keller explained voucher process. Chairman Keller also explained that the money spent on tourism comes from the Hotel Tax and not county tax dollars. The Board will set up a time in the future to discuss the benefits of tourism. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of March 2, 2010 meeting. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of March 4, 2010 meeting. Commissioner Thomas abstained from voting. The Board reviewed Aging matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Request for approval for three Ombudsman volunteers for overnight travel to Pennsylvania Department of Aging/Office of Long Term Living enrichment training being held on April 20-22, 2010 at a cost not to exceed $466.00. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and L. Robert Kimball to provide 9-1-1 fund management and emergency planning/consulting services at a cost of $46,752.00 for the period of March 11, 2010 through March 10, 2013. The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $2,800.00 from the Krivak Trust for residents to participate in social recreation activities with the ARC of Franklin/Fulton Counties. Continued on page 2 The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Zody's Moving and Storage, Inc. for the delivery and pickup of election equipment and supplies at a cost of $136.50 per hour for 2 men and truck, $69.30 fuel surcharge and $136.50 per hour for travel for a period of January 1, 2010 through December 31, 2012. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Dell to provide upgrade for the Transportation Department RouteMatch Server at a cost of $5,017.57. Dell is on the Costars 03 state contract. The Board reviewed additional Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Dell to provide redundant server for Laserfiche archive project at a cost of $4,061.19. Dell is on the Costars 03 state contract. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to Agreement between the County of Franklin and PrimeCare Medical, Inc. for revised staffing plan and other updates as listed on Amendment at a cost of $1,560,663.12 for the period of January 1, 2010 through December 31, 2010. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Mental Retardation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report of Income and Expenditures to Department of Public Welfare -Bureau of Financial Operations for Fiscal Year 2008-2009. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Quincy Township Municipal Authority to provide $84,508.41from the 2008 Community Development Block Grant (CDBG) for upgrade of water line to be completed by September 15, 2012. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Historical Entertainment to provide script writing, location scouting and selection which includes transportation costs and costs of permits to film, actor acquisition and cost of crew for services in the pre-production and filming stages of the tentatively titled Road to Freedom: Thaddeus Stevens Ironworks: An Underground Railroad Site of South Mountain, at a cost of $3,465.00 for the period of March 11, 2010 through April 9, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Holtzman Associates/Gary Holtzman to provide front-line customer service trainings on April 21 and April 27, 2010 at a cost of $1,100.00 for the period of March 11, 2010 through May 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Capitol Theatre for Visitors Bureau to be the marketing partner for the stage show Route 66 at a cost of $1,500.00 for the period of March 11, 2010 through May 1, 2010. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Magnum Broadcasting/FM Talk 103.7 for advertising on 103.7 with twenty-eight, 60 second commercials to promote the upcoming Live & Learn weekend on March 19-20 at a cost of $140.00 for the period of March 11, 2010 through March 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Comcast Spotlight to advertise the 2010 Live & Learn Weekends in 30-second spots at a cost of $3,866.00 for the period of March 11, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Maryland Life Magazine - Great State Publishing, Inc. for afull-page, center ad in the May/June issue of Maryland Life at a cost of $2,000.00 for the period of March 11, 2010 through June 30, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Celebrate Gettysburg for advertising in the July -December issues at a cost of $2,655.00 for the period of March 11, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Celebrate Gettysburg for advertising in the Celebrate Gettysburg Celebrate -Dining Guide at a cost of $1,500.00 for the period of March 11, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Peak Season for advertising in Spring/Summer edition of Peak Season Magazine at a cost of $2,250.00 for the period of March 11, 2010 through August 1, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Hagerstown Convention and Visitors Bureau for advertising in the Hagerstown/Washington County Convention and Visitor Guide at a cost of $2,626.00 for the period of March 11, 2010 through August 1, 2010. In accordance with PA Acts 67, 68 and 127 notifications, Skelly & Loy notified the County of a Pennsylvania Department of Environmental Protection General Permit #3 Application being applied for S.R. 4013 Bank Stabilization Project on Sollenberger Road along UNT to Back Creek located in Hamilton Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, Gannett Fleming, Inc. notified the County of a Pennsylvania Department of Environmental Protection General Permit BDWW-GP-3 for the Leach House Demolition Project located in the Borough of Mercersburg. Continued on page 4 In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit being applied for discharges of stormwater from construction activities on property located in the Borough of Greencastle. In accordance with PA Act 14 notification, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment permit being applied by Walter McDaniel on property located in Quincy Township. In accordance with PA Act 14 notification, Valley Quarries, Inc. notified the County of a Pennsylvania Department of Environmental Protection renewal of state only operating permit for the Chambersburg Quarry. John Hart, Chief Clerk/County Administrator informed the Board of the following items: Nassaux Hemsley Addendum for Board approval. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Addendum #1 to the contract between the County of Franklin and Nassaux Hemsley Inc. for bridge construction of bridges 27 and 28. This addendum will include an additional $25,000.00 for a total contract of $150,000.00 to meet a PA Department of Environmental Protection requirement for permit approval. All other terms and conditions of the original agreement will remain in full force and effect. The meeting was adjourned at 10:11a.m. with a motion by Robert L. Thomas; seconded by Robert G.
