The Franklin County Commissioners met Tuesday, March 30, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
The minutes of March 23, 2010 and March 25, 2010 meetings were read. These
will be approved on Thursday, April 1, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, April 1, 2010.
The Board reviewed Human Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Agreement
between the County of Franklin and Waynesboro Human Services for the County to
provide American Recovery and Reinvestment Act of 2009 -Homelessness
Prevention and Rapid Re-housing Program (HPRP) funds in the amount of
$50,000.00 to be used for financial assistance for utilities and rental payments to
eligible clients in accordance with Housing and Urban Development (HUD) and
Department of Community Economic Development (DCED) requirements for the
period of March 30, 2010 through March 30, 2012.
The Board reviewed Mental Health matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Revised
County Mental Health Report of Income and Expenditures to DPW -Bureau of Financial
Operations for Fiscal Year 2008-2009.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved Resolution #2010-03 to
authorize Chairman Keller to sign all contracts regarding Pennsylvania Department of
Transportation grants for Franklin County Rural Planning Organization.
The Board reviewed information regarding the National Child Abuse
Prevention Month. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to sign Franklin County Proclamation #2010-02
proclaiming the month of April as National Child Abuse Prevention Month and that
the attached proclamation be made a part of these minutes.
The Board reviewed appointments to the Franklin County Industrial
Development Authority (FCIDA). On a motion by Robert G. Ziobrowski, seconded
by Robert L. Thomas; unanimously approved to reappoint Carlene Willhide and
Ronald Martin to serve on the FCIDA for a three (3) year term to expire on April 4,
2013.

John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Comments from March 25th public comment meeting and reviewed the highlights
that need addressed. After some discussion the Board would like to engage CGL to
look at all ideas presented at the meeting and based on suggestions at the meeting to
take a more global look at all county operations and review moving other operations
downtown. Main theme of project is safety, security, operational efficiencies and
expandability and need to include all elements of the study.
The Board met with the County Solicitor to review related matters. Solicitor Mary
Beth Shank wanted to follow-up with the Board on having the County Seal trademarked.
After some discussion the Board agreed to move forward with the copyright. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to obtain a trademark of the County Seal.
The meeting was adjourned at 10:27 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
FRANKLIN COUNTY COMMISSIONERS
