HomeMy WebLinkAbout2023-12-27 Commissioner MinutesWEDNESDAY, DECEMBER 27, 2023 The Franklin County Commissioners met Wednesday, December 27, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Valerie Jordan from Fayetteville provided public comment and wanted to wish Chairman Keller a fond farewell and thanked him for his years of service. Mrs. Jordan also wants the Commissioners to remember no deficit and to fund every category since more people are last demographic study was done in Franklin County and Chairman Keller responded that he will have to get back to her on that question. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the December 20, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Resolution #2023-27 authorizing the Drug and Alcohol Administrator to execute certifications regarding the use of abatement funds from the Commonwealth of Pennsylvania Opioid settlement on behalf of the County. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Investment Policy Statement, dated January 2024, for the Franklin County Post-Employment Benefits (OPEB) Fund that was reviewed at the OPEB meeting on December 6, 2023. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Investment Policy was approved by Retirement Board on December 6, 2023. Continued on page 2 The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Statement of Work to the master service agreement signed April 1, 2022 between the County of Franklin and Quest Diagnostics Health and Wellness, LLC to continue offering biometric screenings for employees as part of the County's Wellness Program at a cost of $51.00 per participant. Monthly charges are expected to vary. A $500 program set up fee is required for 2024. This statement is for the period of February 1, 2024 through December 15, 2024. The screening is a Heart & Glucose Panel with Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL Ratio, Triglycerides, and Glucose readings along with Height, weight, calculated Body Mass Index (BMI), blood pressure and waist circumference. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Collective Bargaining Agreement between the County of Franklin and American Federation of State County and Municipal Employees (AFSCME), AFL-CIO District Council 89, for the period of January 1, 2024 through December 31, 2027. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Ehrlich Pest Control to provide pest control service at the Jail for a total cost of $20,054.00 for the period of January 1, 2024 through December 31, 2028. The service covers interior and exterior general pest control coverage. This service will be semi-monthly (2 times per month), unless other services are required. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Automated Logic Contracting Services Inc. to perform scheduled maintenance visits covering the automation equipment and systems for the period of January 1, 2024 through December 31, 2026 at a cost of $20,750.00 for year 2024, $21,995.00 for the year 2025 and $23,315.00 for the year 2026. Commissioner Keller for his 16 years of service to Franklin County. As a board, we have faced some difficult and challenging decisions. I have not always agreed with you on every issue over the past 4 years, but you have always listened, considered, and compromised with myself and Commissioner Ziobrowski. I only wish that our State and Federally elected officials would do the same. If there is one thing I am certain of, is that you always did what you felt was best for Franklin County and its residents. You have led the Board of Commissioners professionally, with respect and integrity and made it a mission to see that we, as a board, garnered that respect from our Community. You have been a positive spokesperson for not only yourself, but for the board and each of us as Commissioners. Mr. Chairman, I thank you for your service, and wish you success in your next endeavor and I am sure you will bring the same success to that organization. I hope that we have garnered a relationship in which I can call you a friend and let you know that I am always a phone call away. God bless you, Happy New Year, and Commissioner Ziobrowski his Chairman for 14 years. He agrees with everything that Commissioner Flannery said and it was his honor and privilege to serve with him. Continued on page 3 Chairman Keller personally gratifying to serve with both of them. To Commissioner Flannery he stated that they haveaccomplished a lot together. He knows the next board will rely on John with his knowledge and experience to keep moving the county forward. He thinks the next board has a lot of knowledge and experience and talent and its heart will be in the right place and they will be successful as long as they work together with our very capable staff. He will miss working ward to keeping in touch and working that happen. Even if he would come back next year he would be more than glad to pass the the kind of thing that no one person should be in that position for longer than necessary so he thinks it would gure out what is more than a good job and his friendship and support and knowledge and expertise have been adjourn.
