Consent Agenda 3.01 Vouchers 3.02 **Aging - Agreement between the County of Franklin and Verstanding Media for Best of the Tristate advertising which includes forty (40) fifteen (15) second radio spots per station Monday through Sunday 5:00AM to Midnight totaling $1,440.00 and $250.00 for a winners toolkit to include images for: social media general use, and yard signs. The total encumbrance is $1,690.00 for all advertising. Verstanding Media will provide start date when they sign contract. This will be paid from Aging’s American Rescue Plan Act (ARPA) fund. 3.03**Aging – Agreement between the County of Franklin and Tuscarora Area Chamber of Commerce (TACC), for the rental of a 20’ x 10’ space for the information booth promoting Franklin County Area Agency on Aging (FCAAA), St Thomas Senior Activity Center (STSAC), and Tuscarora Senior Activity Center (TSAC) at the annual Mercersburg Spring Fest in the amount of $25.00. This will be paid from the PDA Aging Block Grant. 3.04**Aging – Agreement between the County of Franklin and PennCares Support for webinar training: Self-Care: Mind, Body, and Spirit at a cost of $477.29. This will be held at the Caregivers Banquet for the Caregivers Support Program at the Kauffman Ruritan Community Center on September 6, 2024. This will be paid from the PDA Aging Block Grant. 3.05 Community Connections – Lease agreement between County of Franklin and Washington Square Apartments for the HUD Permanent (Supportive Housing Lease Program) that covers total rent plus any landlord-covered utilities for participants at a cost of $10,361.00 for the period of April 1, 2024 through April 1, 2025. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. This will be paid from the HUD grant. 3.06 Grants – Agreement amendment between County of Franklin and Pennsylvania Commission on Crime and Delinquency (PCCD) for the jail that received a quote for some items that are to be purchased using funds from grant 41088. The items would be supplementary to the personal property sealer that was **Chairman signature only OVER written into the grant, but these items weren't specifically written in. This project modification request (PMR) will allow for the fiscal department to include the additional budget lines for these items. There will be no impact to the General fund. 3.07 Personnel - The Board will consider the approval of the job description Lead 911 Telecommunicator 4. Regular Agenda 4.01**Commissioners - Change order #025 from Lobar, Inc. for the Franklin County Courthouse Annex project to change the Substantial completion and Final Completion Dates. The new dates of Substantial Completion will be May 31, 2024 and final Completion - June 17, 2024. The contract sum remains unchanged. 4.02**Commissioners - Change order #026 from Lobar, Inc. for the Franklin County Courthouse Annex project to repoint Masonry repairs by T&M and Fourth Floor Revisions at a cost of $60,410.18. This will be paid from bond funds. 4.03**Planning – An agreement between the County of Franklin and Michael Baker International for providing planning services to conduct a feasibility study for the Cumberland Valley Rail Trail extension into Franklin County. The service is being provided under the MPO On-Call contract dated February 17, 2021 which was renewed for extension for a 1-year period beginning February 17, 2024. The cost of work is based on a firm fixed price of $120,000 and will not exceed that amount unless otherwise agreed to in writing by both parties. 10% of this Contract represents a County match from the General Fund; reimbursement to the General Fund will be requested from appropriate Special Revenue Fund sources. 4.04**Risk - An agreement between the County of Franklin and Polygon will provide sterilization services to approximately 178 cubic feet of damaged records for the archive department at a cost of $6,809.00. This will be paid by the Workers Comp Fund. 4.05 Risk – An agreement between the County of Franklin and Eastern Time Inc., to move the camera and prox system from the current location to the Dorsett building at a cost of $6,763.63. This will be held at the Caregivers Banquet for the Caregivers Support Program at the Kauffman Ruritan Community Center on September 6, 2024. This will be paid from the PDA Aging Block Grant. 3.05 Community Connections – Lease agreement between County of Franklin and Washington Square Apartments for the HUD Permanent (Supportive Housing Lease Program) that covers total rent plus any landlord-covered utilities for participants at a cost of $10,361.00 for the period of April 1, 2024 through April 1, 2025. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. This will be paid from the HUD grant. 3.06 Grants – Agreement amendment between County of Franklin and Pennsylvania Commission on Crime and Delinquency (PCCD) for the jail that received a quote for some items that are to be purchased using funds from grant 41088. This project modification request (PMR) will allow for the fiscal department to include the additional budget lines for these items. There will be no impact to the General fund. 3.07 Personnel - The Board will consider the approval of the job description Lead 911 Telecommunicator 4. Regular Agenda 4.01**Commissioners - Change order #025 from Lobar, Inc. for the Franklin County Courthouse Annex project to change the Substantial completion and Final Completion Dates. The new dates of Substantial Completion will be May 31, 2024 and final Completion - June 17, 2024. The contract sum remains unchanged. 4.02**Commissioners - Change order #026 from Lobar, Inc. for the Franklin County Courthouse Annex project to repoint Masonry repairs by T&M and Fourth Floor Revisions at a cost of $60,410.18. This will be paid from bond funds. 4.03**Planning – An agreement between the County of Franklin and Michael Baker International for providing planning services to conduct a feasibility study for the Cumberland Valley Rail Trail extension into Franklin County. The service is being provided under the MPO On-Call contract dated February 17, 2021 which was renewed for extension for a 1-year period beginning February 17, 2024. The cost of work is based on a firm fixed price of $120,000 and will not exceed that amount unless otherwise agreed to in writing by both parties. 10% of this Contract represents a County match from the General Fund; reimbursement to the General Fund will be requested from appropriate Special Revenue Fund sources. 4.04**Risk - An agreement between the County of Franklin and Polygon will provide sterilization services to approximately 178 cubic feet of damaged records for the archive department at a cost of $6,809.00. This will be paid by the Workers Comp Fund. 4.05 Risk – An agreement between the County of Franklin and Eastern Time Inc., to move the camera and prox system from the current location to the Dorsett building at a cost of $6,763.63.
