HomeMy WebLinkAbout2010-08-12 Commissioner Minutes THURSDAY, AUGUST 12, 2010 The Franklin County Commissioners met Thursday, August 12, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. No Public Comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 3, 2010 meeting. The minutes from August 5, 2010 need further review and will be approved at a later date. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved Ordinance No. 2010-02 authorizing to repeal Ordinance No. 99-01 and authorizing and directing it’s duly authorized County Commissioner serving on the Board of Directors of the Southcentral Employment Corporation to take any and all action necessary or desirable to wind up the affairs of the Southcentral Employment Corporation. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved Ordinance No. 2010-03 authorizing an agreement pursuant to the Workforce Investment Act of 1998 with the County of Adams, County of Cumberland, County of Dauphin, County of Juniata, County of Lebanon, County of Perry, and County of York. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Flowage Easement Agreement between the County of Franklin and Florence T. Mackey for a flowage easement over real estate where the County is constructing bridge #27 which is a requirement by the Department of Environmental Protection. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Flowage Easement Agreement between the County of Franklin and Kenneth and Joyce Mackey for a flowage easement over real estate where the County is constructing bridge #27 which is a requirement by the Department of Environmental Protection. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement between the County of Franklin and Pennsylvania Emergency Management Agency for the2010/2011 Hazardous Material Response Fund Grant for a grant amount of $19,649.00 for a the grant period of July 1, 2010 through June 30, 2011. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Application to U.S. Department of Health and Human Services to reimburse the County for Retirees (ages 55-64) health insurance for any claims that are between $15,000 - $90,000. This application is for the Early Retiree Reinsurance Program through Health Care Reform. Continued on page 2 The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Certification to Capital Blue Cross of number of employees and employer identification numbers in accordance with Medicare Secondary Payer Laws. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Bob Harrison to portray Benjamin Franklin at festivals and events as a promotion of Franklin County for a cost not to exceed $1,000.00 for the period of August 12, 2010 through December 31, 2010. In accordance with PA Acts 14, 67, 68 and 127 notifications, South Central Engineering, PC notified the County of a Pennsylvania Department of Environmental Protection NPDES Minor Modification Application being applied by Chambersburg Borough for a 8.6 Acre Recreational Park located in the Borough of Chambersburg. In accordance with PA Acts 14, 67, 68 and 127 notifications, Carl Bert and Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit being applied by Cumberland Valley Regional Development Corporation to subdivide and gain approvals for development of commercial retail lots and industrial lots located in the United Business Park in Southampton Township. The Board met with Richard Wynn, Human Services Administrator along with Bob Harris, Veterans Affairs Director who gave a program update presentation on the Veteran’s Affairs Office. Doug Amsley, Children, Youth and Family Services Director met with the Board to give a program update presentation on the Children & Youth Department. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010/2011 Implementation Plan and 2011/2012 Needs Based Plan and Budget Narrative for Children and Youth. The Board reviewed information regarding the Penn National Lions Club. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously to sign Franklin County Proclamation #2010-09 honoring Penn National approved Lions Club on its Charter night, August 12, 2010 and that the attached proclamation be made a part of these minutes.
