TUESDAY, AUGUST 17, 2010
The Franklin County Commissioners met Tuesday, August 17, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Public comment was received from Mr. Sidney Palmer who has attended four
meetings when the public has discussed court facility project and wanted to share what
he’s heard and learned during this process. Mr. Palmer read the attached letter to the
Board that will be made a part of these minutes.
The minutes of August 12, 2010 meeting were read. These will be approved
Thursday, August 19, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, August 19, 2010.
The Board reviewed Emergency Services matters and conducted a bid
opening for the Sale of a 1996 Ford Aerostar Van. Three bidders submitted bids.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to award to Randy Mellott for a total bid of $400.00. This was the highest
bid received.
The Board met with the Human Resources Director, the Controller and Fiscal
Director for Salary Board and Personnel matters.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the new job descriptions for the Human Services Fiscal
Manager and Senior Accountant positions.
The Board recessed at 9:41 a.m. and will return at 10:00 a.m.
The Board reconvened at 10:00 a.m. for the Redevelopment Authority
Ordinance approval.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved Ordinance No.
2010-01 to form a Redevelopment Authority authorized by the virtues of the Urban
Redevelopment Law of the Commonwealth of Pennsylvania and that the attached
Ordinance be made a part of these minutes. This public meeting was advertised in the
local paper on July 27, 2010.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
to enter an executive session at 10:27 a.m. this date for the
unanimously approved
purpose to review Real Estate Negotiations matters. The Board reconvened into
regular session at 11:06 a.m.
