HomeMy WebLinkAbout2010-09-02 Commissioner Minutes THURSDAY, SEPTEMBER 2, 2010 The Franklin County Commissioners met Thursday, September 2, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public Comment was received from Allen Piper who wanted to provide a personal invitation to a meeting being held in front of courthouse on Monday, September 6, 2010. This meeting is the Tea party with a lot of celebrities and will be well advertised. Mr. Piper invited everyone in attendance to this meeting at 10:00 a.m. and asked the Board to fellowship with people they represent and all three would enjoy this. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 24, 2010 and August 26, 2010 meetings. The Board reviewed CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $2,945.00 to cover salaries and FICA. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Chambersburg School District for the School-Based Probation Program for the school year, beginning August 30, 2010 and ending June 10, 2011. The School District will pay the County $52,157.00 in two (2) equal installments of $26,078.50. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Reimbursement Agreement between the County of Franklin and Pennsylvania Department of Transportation to reimburse for the Bridge Inventory and Inspection Program in the amount of $498,197.04. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and CenturyLink Sales Solutions, Inc. to eliminate lines no longer needed and/or combine lines reducing the County’s costs due to the DES move to Building 426 at a cost of $13,976.62 per month. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and County Commissioners Association of Pennsylvania to provide the Sharepoint Web Site Hosting Services at a cost of $3,300.00. The Board reviewed additional Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Sales Quote from CDW-g to provide Microsoft Office 2010 at a cost of $174,763.90. Three quotes were received and this was the lowest qualified quote. Continued on page 2 The Board reviewed additional Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Sales Quote from Versatile to provide Firewall & Connectra Renewal at a cost of $25,226.00. This company is on the State contract listing. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Quote from Keytrak, Inc. to provide automated key control system for the Franklin County Jail at a cost of $644.00 for the period of September 2, 2010 through September 1, 2011. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Quote from Enviro-Tech Pest Services to provide Pest Control Services at the Jail at a cost of $1,500.00 for the period of September 2, 2010 through September 1, 2011. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and LexisNexis to provide legal research material for the Jail at a cost of $50,184.00 for the period of September 1, 2010 through August 31, 2013. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Invoice from PA State Police (PSP), Bureau of Information Technology to provide PSP Terminal for CPIN – LiveScan fingerprinting entered into LiveScan used throughout the USA at a cost of $3,616.88 for the period of September 2, 2010 through September 1, 2011. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Advertising Agreement between the County of Franklin and Where and When to provide advertising in the Where and When Fall Issue at a cost of $1,628.00 for the period of September 2, 2010 through October 31, 2010. In accordance with PA Act 14 notification, Roxbury Holiness Camp notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit being applied for property located in Roxbury, PA. In accordance with PA Act 14 notification, Greenhorne & O’Mara notified the County of a Pennsylvania Department of Environmental Protection Application of Water Obstruction Permit being applied by Pennsylvania Department of Transportation District 8-0 for a culvert replacement on State Route 1008 located in St. Thomas Township. In accordance with PA Act 14 notification, Greenhorne & O’Mara notified the County of a Pennsylvania Department of Environmental Protection Application of Water Obstruction Permit being applied by Pennsylvania Department of Transportation District 8-0 for a culvert replacement on State Route 2024 located in Quincy Township. Continued on page 3 John Hart, Chief Clerk/County Administrator, Mary Beth Shank, Solicitor and Phil Tarquino, Planning Director met with the Board to discuss passing a resolution for Recovery Zone Bonds. This resolution will declare the whole County a recovery zone bond area so that any public or private entity would be eligible for these funds. The Franklin County Industrial Development Authority will establish criteria and hand out the funds. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to pass Resolution 2010-11 to designate a recovery zone pursuant to the American Recovery and Reinvestment Tax Act of 2009 for the purpose of issuing Recovery Zone Economic Development Bonds and Recovery Zone Facility Bonds and that the attached Resolution become a part of these minutes. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement Letter between the County of Franklin and The Advocacy Alliance to perform guardianship services for the County at no cost but will be recovered from the ward’s estate. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Mr. David Donohue as the Emergency Management Coordinator for the County and to sign the letter to be sent to the Pennsylvania Management Agency informing them. The Board met with the Human Resources Director and the Deputy Controller for Salary Board and Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job descriptions for the Director of Grants management and Grants Assistant. Teresa Beckner, Fiscal Director met with the Board to provide an update on . the expenses and revenues through June 2010 David Donohue, Emergency Services Director provided a presentation to the Board on his 60 day deployment to the Gulf Coast.
