HomeMy WebLinkAbout2010-09-09 Commissioner Minutes THURSDAY, SEPTEMBER 9, 2010 The Franklin County Commissioners met Thursday, September 9, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Mr. Allen Piper provided public comment and had a question about the agenda, Community Services and Fiscal budget adjustments. What is involved and what do these mean? Commissioner Keller responded that will cover this during contracts. Commissioner Thomas explained that during budget time can’t anticipate some changes throughout the year. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 31, 2010 and September 2, 2010 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $46.00/day for the period of September 15, 2010 through September 14, 2011, in addition a one time payment not to exceed $102.50 to cover non-recurring adoption expenses. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $46.00/day for the period of September 15, 2010 through September 14, 2011, in addition a one time payment not to exceed $102.50 to cover non-recurring adoption expenses. The Board reviewed Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the Agreement signed on January 14, 2010 between the County of Franklin and Amanda Black to provide HPRP Case Management Services. This Amendment is to increase hours to one-hundred hours per month at a minimum of 10 hours per week and total maximum encumbrance shall be increased to $58,100.00 effective July 1, 2010. All other provisions of the January 14, 2010 agreement shall remain unchanged. The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement between the County of Franklin and PA Department of Agriculture to administer the State Food Purchase Program for the period of July 1, 2010 through June 30, 2015. Continued on page 2 The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $10,079.00 to revise the Housing Assistance Program 2010 Budget to include the additional funding received from the Housing Trust Fund. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $4,048.00 for increase in expense and increase revenue per balance remaining in 2007 JAG Grant. The Board reviewed FSNRC matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Chambersburg Hospital to perform pacemaker interrogation services for the period of September 1, 2010 through August 31, 2011. There is no cost to the County, the Hospital will bill third party insurers. The Board reviewed additional FSNRC matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Disbursement Request No.1 from the County Commissioners Association of Pennsylvania (CCAP) to receive $9,009.20 from the Technology Grant from CCAP to be used for Upgrade of Care Tracker to a web based system. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter from PA Department of Public Welfare for the tentative Medical Assistance Transportation Program (MATP) Grant Agreement for a tentative allocation amount of $857,868.00 for FY 2010-2011. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Invoice Form from Ridgerunner Publishing, LLC for advertising in the September/October and November/December issues of Hagerstown Magazine at a cost of $2,034.00 for the period of September 1, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Invoice Form from Ridgerunner Publishing, LLC for advertising in the Fall/Winter edition of PeakSeason Magazine at a cost of $2,250.00 for the period of September 9, 2010 through December 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Invoice Form from Lisa Harding to do info-commercials on MIX-95 for the FCVB Fall Campaign at a maximum cost of $180.00 for the period of September 29, 2010 through October 31, 2010. The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Invoice Form from Main Line Broadcasting/MIX 95 to do ads promoting fall festivals, events, family fun and the website at a cost of $2,016.00 for the period of September 9, 2010 through October 31, 2010. Continued on page 3 The Board reviewed additional Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Engagement letter from Zelenkofske Axelrod, LLC to perform audit of the Visitors Bureau for the period ended June 30, 2010 at a cost of $4,000.00. In accordance with PA Acts 67 & 68 notifications, Greenhorne & O’Mara notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction Permit application being applied by PA Department of Transportation for a culvert replacement project located in Warren Township. The Board reviewed Election matters and conducted a bid opening for the Printing of Ballots for the 2010 General Election. One bidder submitted a bid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to award to Beidel Printing House, Inc. for a total bid of $16,328.50. This was the only bid received. Richard Wynn, Human Services Administrator and Clair Hornberger, MH/MR Director met with the Board to provide an update on an Early Intervention Audit Report. The County received the final letter from Office of Child Development and Early Learning about the Childhood Early Intervention (CEI) audit. The State is holding the County harmless for the $107,000.00 but could have expected reimbursed for $305,000.00. Mr. Wynn summed up the audit procedures and explained the total process from beginning end. The type of identified disallowed costs were salaries, rental of real estate and automobiles. The County will seek reimbursement from CEI for the outstanding balance and will review this matter with the county solicitor. John Hart reported that the State wants to work with us when releasing any public statement and asked the Chairman to call the gentleman at the State to work with them.
