TUESDAY, SEPTEMBER 14, 2010
The Franklin County Commissioners met Tuesday, September 14, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of September 7, 2010 and September 9, 2010 meetings were read.
These will be approved Thursday, September 16, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, September 16, 2010.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Needs Based
Plan and Budget to the Office of Children Youth and Families for the Fiscal Years 2011-
2012 requesting a budget amount of $8,226,631.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Group Services
Plan Application between the County of Franklin and TASC who has bought out Select
Data Services for the County’s Flexible Spending program for the period through
December 31, 2011.
The Board discussed the applicants received who applied for the Redevelopment
Authority Board. There is a need to have regional representation, experience with
working with government entities, educational background and work experience. The
Board provided their recommendations and why the applicants were qualified to serve.
It was recommended that a Commissioner be on the board to start and Commissioner
Thomas recommended Commissioner Ziobrowski serve for one year. On a motion by
Robert L. Thomas; seconded by David S. Keller; unanimously approved to appoint
Commissioner Robert Ziobrowski for a one year term, Robert Fignar for a two year term,
Scott Diffenderfer for a three year term, Gregory Thompson for a four year term, and
Patrick Fleagle for a five year term.
The Board met with the County Solicitor to review related matters.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
enter an executive session at 9:40 a.m. this date for the
unanimously approved to
purpose to review pending litigation involving Montessory Acadamy versus Franklin
County matters. The Board reconvened into regular session at 10:09 a.m.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
the changes or denials to the attached Franklin County
unanimously approved
Appeals Schedule dated August 19, 2010, which is attached and made a part of
these minutes.
