HomeMy WebLinkAbout2010-09-30 Commissioner Minutes THURSDAY, SEPTEMBER 30, 2010 The Franklin County Commissioners met Thursday, September 30, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of Tuesday, September 21, 2010 meeting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Registration form to Bureau of Charitable Organizations for Franklin County Area Agency on Aging for renewal to be registered as a charitable organization. Application fee cost is $225.00 for the period through June 30, 2011. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department for payment in the amount of $29.00/day for the period of October 13, 2010 through October 13, 2015, in addition a one time payment not to exceed $342.50 to cover non-recurring adoption expenses. The Board reviewed Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $6,800.00 to revise the budget for the Emergency Shelter Program for 2009 through 2011 and will spend the entire amount in 2010. The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $95,584.00 to increase the 2010 budget for Homeless Prevention and Rapid Rehousing Program (HPRP) due to anticipating that the grant will be out of funds by the end of this year. This is grant funded and no County fund are being used. The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Contact Helpline to provide phone service for Information and Referral after hours at a cost of $2,500.00 for the period of July 1, 2010 through June 30, 2011. The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the First Contract Amendment to the Agreement (dated March 30, 2010) between the County of Franklin and Waynesboro Human Services to combine amount of funds for Flexible Financial Assistance in the amount of $25,000.00 and Housing Relocation and Stabilization Services in the amount of $25,000.00 for a maximum amount of $50,000.00. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 The Board reviewed additional Community Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Pre- Expenditure Plan for the Homeless Assistance Program Assurance of Compliance to the Department of Public Welfare for an allocation amount of $138,916.00 for the period of July 1, 2010 through June 30, 2011. The Board reviewed additional Community Services. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and South Central Community Action Program (SCCAP) to provide $13,000.00 from the Homeless Assistance Program to be used for Emergency Shelter at the Franklin County Homeless Shelter for the period of July 1, 2010 through June 30, 2011. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Acceptance Certificate for the County to accept the Patriot system equipment to release General Electric Capital Corporation to pay CenturyLink at a cost of $529,984.36 or $10,259.82 per month. The new 911 center is currently using this new system and it is operating efficiently. The costs are covered by the Wireline/Wireless funding grant. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency to modify the Jail Diversion Project Grant in the amount of $24,178.00 to be used to conduct a forensic housing study and implement a life skills curriculum for Jail Diversion Program Participants. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the Contract between the County of Franklin and USAble who provides group term life insurance to reflect the waiting period for County employees that went into effect January 1, 2010. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Correctional Counseling, Inc. to provide Moral Reconation Therapy (MRT) training for correctional officers and treatment specialist at a cost of $6,839.00 for the period of October 1, 2010 through September 30, 2011. This company is the sole source provider of MRT staff training. In accordance with PA Acts 67 and 68 notifications, Chris Hohl notified the County of a Pennsylvania Department of Environmental Protection NPDES Individual stormwater Permit being applied by Beck Manufacturing located in Antrim Township. In accordance with PA Act 14 notification, Allegheny Energy notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Application being applied by Allegheny Energy Supply Company, LLC, Chambersburg Units 12 & 13 for discharges of stormwater associated with industrial activities located in Guilford Township. Continued on page 3 In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Application being applied by Kingswood Subdivision for discharges of stormwater associated with construction activities on property located in Guilford Township In accordance with PA Act 14 notification, Thomas B. Steiger notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit to install agriculture crossing and ramps on property located in Montgomery Township. In accordance with PA Act 14 notification, St. Thomas Development, Inc. notified the County of a Pennsylvania Department of Environmental Protection renewal of permits GP3-28-05035 and GP9-28-05035 for nonmetallic mineral processing plants and fired internal combustion engines located in St. Thomas Township. John Hart, Chief Clerk/County Administrator informed the Board of the following items: Executive Session for Personnel and Real Estate matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; to enter an executive session at 9:12 a.m. this date for the unanimously approved purpose to review Personnel and Real Estate matters. The Board reconvened into regular session at 9:54 a.m. The Board recessed at 9:58 a.m. and will reconvene at 10:00 a.m. for Assessment Appeals. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. The meeting was adjourned at 3:15 p.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
