TUESDAY, OCTOBER 12, 2010
The Franklin County Commissioners met Tuesday, October 12, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
The minutes of October 5, 2010 and October 7, 2010 meetings were read.
These will be approved Thursday, October 14, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, October 14, 2010.
The Board reviewed Commissioners’ Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2010-
14 for the Chairman to sign the Notice of Waiver of Recovery Zone Bond Allocation.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Commonwealth of Pennsylvania Notice of Waiver
of the Recovery Zone Bond Allocation.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant
Application to PA Emergency Management Agency (PEMA) to fund 50% of costs for
staff efforts related to emergency management services requesting a grant amount of
$130,247.00.
The Board reviewed additional Emergency Services matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant

The Board recessed at 9:25 a.m. and will reconvene at 10:00 a.m. for budget
hearings.
The Board conducted Budget Hearings with Linda Miller, Register and Recorder,
Dave Secor, Treasurer and Dane Anthony, Sheriff.
The Board recessed at 11:00 a.m. and will reconvene at 2:00 p.m. for
Assessment hearings.

The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
The meeting was adjourned at 5:00 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
