HomeMy WebLinkAbout2010-11-23 Commissioner Minutes TUESDAY, NOVEMBER 23, 2010 The Franklin County Commissioners met Tuesday, November 23, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt and amend the agenda to include approval of vouchers. Allen Piper provided public comment and has questions about the board actions list including the Jail Diversion Grant. Commissioner Thomas responded the Jail Diversion Grant is to better prepare these inmates for safe reentry back into the community. It’s a matter of public safety. Mary Burkholder asked about cost associated with Spanish Interpreter for the Courts. John Hart responded that court certified interpreter is a court requirement and the contract is consistent with the required qualifications and prior year contracted rate. Nikoloes Manikas stated his disappointment with cancellation of the courthouse project. He said now is the time to construct because of low interest rates and construction costs. He further felt that renovation to various buildings will only delay construction to the future time at higher costs. Was the decision to stop because of the petitions? Commissioner Keller said the Board made the decision due to impending State and Federal budget cuts that will likely add to the burden on local taxpayers. Points are well taken, and appreciate the questions. Board will keep tabs on what is being spent for renovations. Allen Piper said that petitions were derivative from Citizens for Responsible Government and will say that those petitions are still in circulation and gaining more names and haven’t even tried. He will be turning them in to the Commissioners in due time. Estimates are 95% and in some places 100% that people were against the new courthouse. The minutes of November 16, 2010 and November 18, 2010 meetings were read. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved these minutes. The Board reviewed Agreements and Contracts. The Board reviewed Commissioners’ Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Proposal from C.S. Davidson, Inc. to design the relocation/replacement of Bridge 27 and widening of Bridge 28. Complete design and make the structural adequacy submission needs completed by June 1, 2011. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Proposal from C.S. Davidson, Inc. to supplement general engineering services agreement and to provide engineering services in conjunction with the 2011 Franklin County Bridge Maintenance Program. Total costs are $43,000.00 if perform all tasks listed in proposal. Continued on page 2 The Board reviewed Coroner and District Attorney matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Fee Schedule/Retainer from Dr. Alex Levin to provide physical review of case pathology and testimony for on going criminal investigation at a cost of $5,000.00 that will be split 50/50 by the Coroner and District Attorney’s office. The Board reviewed Court Administration matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Purchase of Service Agreement between the County of Franklin and Haydee Greene to provide services of an English – Spanish interpreter and translator for the Court system and other County offices at a cost of $45.00 per hour for the period of January 1, 2011 through December 31, 2011. The Board reviewed Children & Youth matters. On a motion by Robert G. st Ziobrowski; seconded by Robert L. Thomas; unanimously approved the 1 quarter Certification Statement to the Commonwealth of Pennsylvania for the period of July 1, 2010 through December 31, 2010. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Agreement between the County of Franklin and Wrightline to purchase vertical end fan assemblies to help with air circulation to cool the 911 circuit boards at a cost of $3,332.91. The Board reviewed additional Emergency Services matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Agreement between the County of Franklin and Dish Network to provide an additional receiver for Mobile Command Center (MCC) at a cost of $7.00 per month or total of $168.00 for the period of November 02, 2010 through November 01, 2012. The Board reviewed Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Amendment to the Homelessness Prevention and Rapid Rehousing Program (HPRP) Grant through the Housing and Urban Development (HUD) through the PA Department of Community and Economic Development to change budget in the amount of $18,721.00 from the Housing Relocation and Stabilization Services to supplement the Financial Assistant in amount of $13,121.00 and Data Collection and Evaluation in the amount of $5,600.00 budget categories. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Capital Blue Cross for employee insurance coverage for Medical/Rx, Vision and Retiree Drug Subsidy for the period of January 1, 2011 through December 31, 2011. The Board reviewed Information Services matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Quote from Digital Sunrise to renew the Websense Filtering Software maintenance at a cost of $14,850.00. This software filters emails coming in to remove spam. It also tracks the web browsing of employees and prevents them from going to harmful sites for the period of December 3, 2010 through December 2, 2011. Continued on page 3 The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Proposal from Daniel Memorial, Inc. to provide assessments, guides, education, informal and training materials used to better prepare inmates for society at a cost of $5,788.15. This is being paid for through the Jail Diversion Grant. The Board reviewed Nursing Home matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Quote from Impact Office for direct replacement of nurse’s stations & replacing panels, file cabinets and desk tops at a cost of $12,601.00. This company is on the Co-Stars 4 office supplies contract listing. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Agreements between the County of Franklin and J.C. Ehrlich Co., Inc. to provide monthly inspection and preventative measures to control pests and insects for all County buildings at a total cost of $6,300.00 for the period of January 1, 2011 through December 31, 2011. Requests were sent to three vendors and two responded. Ehrlich was the lowest responsible bidder. In accordance with PA Act 14 notification, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit being applied by Dennis Koons on property located in Mont Alto Borough. The Board reviewed Sheriff Office matters and conducted a bid opening for the Sale of a 2002 Chevy Astro Van. One bidder submitted a bid. The Board was asked to waive the requirement to receive the bids by 3:00 p.m. on Monday, November 22, 2010 due to this bid not be received on time and was the only bidder. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to waive this requirement and award to Beecher’s Auto Sales and Salvage for a total bid of $300.00. This was the only bid received.
