HomeMy WebLinkAbout2010-12-16 Commissioner Minutes THURSDAY, DECEMBER 16, 2010 The Franklin County Commissioners met Thursday, December 16, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Mr. Allen Piper provided public comment and wanted to wish everyone a Merry Christmas and a prosperous New Year and hopes that everything will work out for better next year. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 7, 2010 and December 9, 2010 meetings. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Chambersburg Area School District to hire Keystone Realty Advisors to defend certain tax assessment appeals. The hourly rate is $225.00 of which the County’s approximate cost will be $45.00 per hour with remainder being paid by the School District. The Board reviewed additional Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Chambersburg Area School District to hire Dan McCowan to review documentary evidence and appraisal services on the Chambersburg Mall tax assessment appeal. The total cost of services is $1,500.00 of which the County’s approximate cost will be $330.00 with remainder being paid by the School District. The Board reviewed Coroner Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Jeffrey and Phoebe Conner for lease of office space located at 1497 Loudon Road, Chambersburg at a cost of $250.00 per month for the period of January 1, 2011 through December 31, 2011. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Zelenkofske Axelrod, LLC to provide an audit of the Transportation Department for the year ended June, 30, 2010 at a cost of $7,500.00. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from NAC Divisions to replace four existing monitors in central booking for security and communication purposes at a cost of $2,137.00. Continued on page 2 The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Stanley Security Solutions to replace existing Uninterrupted Power Source (UPS) with new 12 KVA UPS for security purposes at a cost of $16,060.00. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Martin Hudzinski, MD to provide medical director services at the Nursing Home at a cost not to exceed $21,624.00 for the period of January 1, 2011 through December 31, 2011. The Board reviewed additional Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment that is needed to shuffle expenses. A net increase in charges for provider of Therapy Services is offset by revenue for Therapy services. No County share impact. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Renewal Application to the Department of State, Bureau of Professional and Occupational Affairs to renew the Beauty Salon license at the nursing home at a cost of $60.00. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreements between the County of Franklin and Chambersburg Waste Paper to provide removal of trash and recyclables at various County buildings at a total cost of $12,060.00 annually for the period of January 1, 2011 through December 31, 2011 with an option to renew for one additional year. Requests for quotes were sent to three local providers and this was the lowest responsible proposal received. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Theodore Sofish, MD, MPH, to provide medical director services for wellness programs, ordering physician for influenza vaccine, PPD testing and Hepatitis B immunizations at a cost of $500.00 for the period of January 1, 2011 through December 31, 2011. In accordance with PA Act 14 notification, Dewberry notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit being applied by Pennsylvania Department of Transportation for replacement of a bridge on S.R. 3012 located Hamilton and Saint Thomas Townships. The Board met with the Human Resources Associate and the Controller for Salary Board and Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job descriptions for the Coordinator of Human Services Information, Referral, and Training and Human Resources Director. Continued on page 3 Phil Tarquino, Planning Director met with the Board and provided an update on the following: Working with the consultant on the Comprehensive Plan; Interviewing Consultants for the Rural Planning Organization; Continuing to work on Geographical Information System (GIS) and will be setting up a meeting early next year with municipalities to show what GIS can do. Will also be working with Information Services to put some base layers on the website for public view; census information on national data, state data and congressional apportionment will be going out Tuesday, December 21, 2010 in Washington DC.
