HomeMy WebLinkAbout2010-12-28 Commissioner Minutes TUESDAY, DECEMBER 28, 2010 The Franklin County Commissioners met Tuesday, December 28, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Terry Witmore provided public comment and wants to know more about an agenda item back in July regarding a piece of land sold to the State and County was asked to donate money for this? Allen Piper provided public comment and wants to know who prepares the Board’s agenda and do they review the agenda prior to voting or acting on the agenda? Mr. Piper recommends that each line item or agenda item be discussed in it’s entirety at an open meeting and voted upon at that meeting. Mary Burkholder provided public comment and asked for more explanation on the Liquid Fuels request on the board actions list. The Board will explain further during contracts discussion. The minutes of December 21, 2010 and December 23, 2010 meetings were read. These will be approved Thursday, December 30, 2010. The Board reviewed Agreements and Contracts. These will be approved Thursday, December 30, 2010. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the 2010 Budget Adjustment to amend the budget to reflect Series A and Series B revenues and Expenditures and to provide budget for receipt of proceeds of 2010 financing. The Board reviewed Liquid Fuels matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Applications to Encumber Liquid Fuels Tax Funds between the County of Franklin and Pennsylvania Department of Transportation for the following bridges in Franklin County:  Bridge #6 on Fifth Avenue – decrease by $52,637.37  Bridge #9 on Cold Spring Road – decrease by $20,000  Bridge #27 on Portico Road – increase by $350,000  Bridge #32 on Grapevine Road – decrease by $10,712  Bridge #60 on Muddy Run Road – increase by $85,712  Bridge #121 on Heiseys Road – increase by $61,000  Bridge #28 on Crottlestown Road – increase by $135,000  Bridge #91 on Goods Dam Road – decrease by $61,000  Bridge #118 on Shimpstown Road – decrease by $75,000  Bridge #131 on West King Street – decrease by $45,000 Continued on page 2 The Board discussed appointments to the Capital RC&D Area Council Board. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to appoint Commissioner David Keller as the Commissioner Representative for term to expire March 2014, Commissioner Robert G. Ziobrowski as Alternate Commissioner Representative to expire March 2012 and George Hurd as Alternate Member to expire on March 2012. The County Solicitor met with the Board to review a resolution that needs approved for purpose of cremation of unclaimed bodies for the Coroner’s Office. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2010-23, which is e of to provide for the attached and made a part of these minutes, for the purpos cremation of unclaimed bodies pursuant to section 2166 of the County Code and authorizing the payment of actual costs and administrative expenses for said cremation. Commissioner Thomas asked to go into an executive session to discuss a possible litigation issue. On a motion by Robert G. Ziobrowski; seconded by Robert L. to enter an executive session at 9:50 a.m. this date Thomas; unanimously approved for the purpose to review Litigation matters. The Board reconvened into regular session at 10:12 a.m. The Board recessed at 10:12 a.m. and may reconvene later today to authorize the Board to sign paperwork in regards to Refinancing and Recovery Zone Bond.
