HomeMy WebLinkAbout2010-12-30 Commissioner Minutes THURSDAY, DECEMBER 30, 2010 The Franklin County Commissioners met Thursday, December 30, 2010, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. Commissioner Keller asked that an item be added to the agenda to answer a question from the last meeting. Commissioner Keller noted that the agenda is set with a collaborative effort of staff and Commissioners. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Allen Piper provided public comment and is recommending that each item be discussed prior to voting on and that the public be allowed to comment on any item and he would like a response to his question. Commissioners Keller and Thomas clarified this matter. The Board was made aware the county has a policy on public participation at meetings. It was recommended that a copy of this policy be added to the County’s website. Mary Burkholder also provided public comment and asked what the Property Management truck would be used for? John Hart responded that it would be used for plowing parking lots, etc. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 21, 2010 and December 23, 2010 meetings. The Board reviewed Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget adjustment in the amount of $59,202.00 for additional operating and outside counsel expenses for the Courts. The Board reviewed Custodial matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement and Notice to Proceed to Cook’s Cleaning for the Magisterial District Justices Custodial Bid for a cost of $1,042.00 per month for the period of January 1, 2011 through December 31, 2012. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Pennsylvania Fish and Boat Commission for use of the Radio Tower/Repeater/Base Station at Clark’s Knob for a fee of $1,059.00 for the period of July 1, 2010 through June 30, 2011 and $1,090.00 for the period of July 1, 2011 through June 30, 2012. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the Contract (dated March 12, 2009) between the County of Franklin and Keystone Rural Health Center to provide Behavioral Health Outpatient Services. This Amendment is to extend the contract through December 31, 2011 and maximum encumbrance is $12,700.00. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the th Board to execute the 4 Quarterly and Year End Report to Pennsylvania Department of Community & Economic Development (DCED) for the Community Development Block Grant R funding. Project for County was completed in September so no activity for this quarter. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Cook’s Cleaning Service to provide weekly cleaning services for the common areas in the Commissioner Complex Building at a cost of $5,940.00 annually for the period of January 1, 2011 through December 31, 2011. Quotes were requested and two responded out of four companies. This was the lowest responsible quote. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Purchase of a 2006 Ford F250 4x4 from Forrester Lincoln- Mercury at a cost of $24,380.00 with a trade in of an 89 Chevy Pick-up Truck of $2,180.00 for a total purchase price of $22,200.00. This was bid twice and by County Code since no success with bidding the County is able to negotiate a purchase. In accordance with PA Act 14 notification, CET Engineering Services notified the County of a Pennsylvania Department of Environmental Protection Water Quality Management Permit being applied by Washington Township Municipal Authority for wastewater treatment plant improvements located in Washington Township.
