MONDAY, JANUARY 3, 2011
The Franklin County Commissioners met Monday, January 3, 2011, with the following
members present: Robert L. Thomas, David Keller and Robert G. Ziobrowski.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; approved to appoint
David S. Keller as Chairperson of the Board of Commissioners of Franklin County for 2011.
Commissioners Keller and Ziobrowski voted yes, while Commissioner Thomas opposed.
Chairman Keller presided and after calling the meeting to order, proceeded with the business of
the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; Robert L. Thomas
was elected as Vice-Chairperson of the Board of Commissioners of Franklin County for 2011.
Commissioners Ziobrowski and Keller voted yes while Commissioner Thomas abstained.
On a motion by Robert L. Thomas, seconded by David S. Keller; Robert G. Ziobrowski
was elected as Secretary of the Board of Commissioners of Franklin County for 2011.
Commissioners Thomas and Keller voted yes while Commissioner Ziobrowski abstained.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the regular meetings of the Franklin County Commissioners, Salary Board, Election
Board, Retirement Board, and the Board of Assessment and Revision of Taxes in the
Commissioners’ Office on Tuesdays and Thursdays of each week beginning at 9:30 a.m.
(Effective January 18, 2011), prevailing time, with the exception of the following dates: Thursday,
November 24, 2011.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the County office hours being maintained between the hours of 8:30 a.m. and 4:30
p.m., Monday through Friday. Lunch breaks will be one-half (1/2 hour) in duration and each
department head will be responsible for staggering employee lunch breaks so as to provide
services to the public for the full eight (8) hours of each business day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the following holidays:
MARTIN LUTHER KING DAY - January 17
GOOD FRIDAY – April 22
MEMORIAL DAY - May 30
INDEPENDENCE DAY - July 4
LABOR DAY - September 5
VETERANS DAY - November 11
THANKSGIVING HOLIDAY - November 24 & 25

NEW YEAR’S DAY – January 2, 2012
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Soil Conservation District
Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller to serve on the Franklin/Fulton County Behavioral Health
Advisory Board for the year 2011.

Advisory Board for the year 2011.

approved to appoint David Keller to the Drug & Alcohol Advisory Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Chambersburg Area Ambulance Committee for
the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller to the Franklin County Library Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Local
Emergency Planning Committee for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Criminal Justice Advisory Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Council of Governments Board for the year
2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Franklin County Redevelopment Authority for
the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski as the local elected official to the South Central
Workforce Investment Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Tuscarora
Managed Care Alliance for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller as a board member and Robert G. Ziobrowski as the alternate
to the Capital Region Resource Conservation & Development (RC&D) Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Penn State University
Cooperative Extension Board for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Franklin/Fulton County Community Coalition for the
Prevention of Substance Use & Abuse for the year 2011.

approved to appoint Robert L. Thomas to serve on the Hagerstown Eastern Region Metropolitan
Planning Organization for the year 2011.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Rural
Planning Organization for the year 2011.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Gary L. Martin as Chief Assessor for the year 2011.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint John Hart, Jean Byers, Valerie Morgan and Human Resources Director as
the Administrators for the Franklin County Flexible Benefits Program for the year 2011.
The Board reviewed appointments to the Agricultural Land Preservation Board. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint George Fries, II, Jeff Grove, Edward Brake and Karen Sue Hack for a three (3) year
term to expire on December 31, 2013.
The Board reviewed appointments to the Letterkenny Industrial Development Authority.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint Andrew Paszkowski, Mark Sheffield & Garry Gontz to serve on the Letterkenny
Industrial Development Authority for a five (5) year term to expire on December 31, 2015.
The Board reviewed appointments to the General Authority Board. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Ernest
Tarner for a five (5) year term to expire on December 31, 2015.
The Board reviewed appointments to the Franklin County Emergency Services Alliance
Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint David Donohue as Primary and Meghan O'Brien as Alternate
for a one (1) year term to expire on December 31, 2011.
The Board reviewed appointments to the Local Emergency Planning Committee. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint William Dubbs, L. Michael Ross, & William Fitzgerald to serve on the Local Emergency
Planning Committee for a three (3) year term to expire on December 31, 2013.
The Board reviewed appointments to the Franklin County Library Board. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Dale
Penwell, Capt. Craig Hoffman & Andrea Sharretts for a two (2) year term to expire on December
31, 2012.
The Board reviewed appointments to the Franklin County Visitors Board. On a motion
by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Sue
McMurtray, Melissa Russ, Beth Thoresen, Katrina Gayman and Patti Nitterhouse for a three (3)
year term to expire on December 31, 2013.
The Board reviewed appointments to the Franklin County Soil Conservation Board. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint Evan Burkholderfor a four (4) year term to expire on December 31, 2014.

The Board reviewed appointments to the Franklin County Rural Planning Organization
Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Judith Chambers, Samuel Cressler, Charles Sioberg and Dennis Sloandfor
a three (3) year term to expire on December 31, 2013.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved to accept the Franklin County Handbook
and Personnel Policies with amendments and any policy conflicting with these policies is hereby
repealed in so far as the same effects these policies. A copy of this handbook is maintained in
the Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Nursing Home Handbook and Personnel Policies with amendments and
any policy conflicting with these policies is hereby repealed in so far as the same effects these
policies. A copy of this handbook is maintained in the Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Jail Handbook and Personnel Policies with amendments
and any policy conflicting with these policies is hereby repealed in so far as the same effects
these policies. A copy of this policy is maintained in the Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Emergency Management Services Handbook and
Personnel Policies with amendments and any policy conflicting with these policies is hereby
repealed in so far as the same effects these policies. A copy of this handbook is maintained in
the Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Court’s Personnel Manual and include it as part of the
County’s Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same effects this manual. A copy of this manual is maintained in the
Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Risk Management Health and Safety Manual and include it as part of the
County’s Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same effects this manual. A copy of this manual is maintained in the
Commissioners Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the HIPPA Policies and include it as part of the County’s Policies with
amendments and any policy conflicting with these policies is hereby repealed in so far as the
same effects these policies. A copy of these policies is maintained in the Commissioners Office
file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the attached list of policies and any policy conflicting with these policies is hereby
repealed in so far as the same affects these policies. A copy of these policies is maintained in
the Commissioners Office files.

The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following tax return
days of tax duplicates:
County, Township/Borough, School, (if complying with act 169 of 1998) and the
First, Second Interim/Supplement duplicates for the year 2010 along with 2009
