HomeMy WebLinkAbout2011-01-20 Commissioner Minutes THURSDAY, JANUARY 20, 2011 The Franklin County Commissioners met Thursday, January 20, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Bill Landis from Mercersburg provided public comment related to saving the Smith House which is a historic landmark in Mercersburg. Mr. Landis presented various documents to the Board. Mr. Landis believes the town is divided by misinformation and everyone in this county and state should be upset about this situation. He stated his displeasure of the officials from the Mercersburg Fire Company for not conducting their business in an open forum. Mr. Landis illustrated that Justice Smith’s life was devoted to the principles of open government for the people. He informed everyone in attendance of th a town hall meeting at the Mercersburg Elementary school on January 27. This meeting will provide a public forum to discuss this matter. Marlin Wagner provided public comment and wanted to inform the board about two people he knows that have mental health issues. There are no mental health facilities here, they go to the hospital then are sent to Penn State or Maryland for treatment. Mr. Wagner hopes the Board considers mental health funding in future talks. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 11, 2011 and January 13, 2011 meetings. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Rainbow International to provide floor maintenance at the Day Reporting Center at a yearly cost of $2,560.00 for the period of January 1, 2011 through December 31, 2011. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Acknowledgement letter from AmeriGas stating that Franklin County owns the propane gas tank at Blue Mountain/Turnpike Tower site and is responsible for all maintenance associated with the tank. The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment in the amount of $67,565.00 to increase revenues and expenses for payment of services. No additional county funds needed. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Invoice from PA Chief of Police Association to provide yearly maintenance on the LiveScan fingerprint system and CPIN Maintenance fees at a cost of $8,051.00 for the period of January 1, 2011 through December 31, 2011. Continued on page 2 The Board reviewed appointments to the Franklin County Library Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint George R. Naugle to fill an unexpired term through December 31, 2011. Teresa Beckner, Fiscal Director met with the Board and provided an update on the following items: The 2010 Budget report indicates the general fund expenditures are tracking below budgeted projections. A surplus will be realized for 2010, however, it is too early to provide this number until final year closing is completed. An RFP was issued by PFM to banks for refinancing 2002 bonds. Today is deadline for proposals and will have a recommendation to the Board next week. The meeting was adjourned at 10:09 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
