HomeMy WebLinkAbout2011-02-24 Commissioner Minutes THURSDAY, FEBRUARY 24, 2011 The Franklin County Commissioners met Thursday, February 24, 2011, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. James Wyrick provided public comment and read a statement about world events and urges Commissioners to use extreme constraint in all fiscal matters and asked them to be honest. Allen Piper also provided public comment and echoes Mr. Wyrick’s comments and asks the Board and Mr. Hart to be very diligent and honest and before adopting actions to spend money make sure doing the right thing because it’s the people’s money. Ken Jones also provided public comment and sees fiscal problems in other States as greed. Union employees have contracts that are far above public sector and will not give a little on benefits and wages, then politicians are not doing the public a favor by being nice to the unions. Bill Landis from Mercersburg also provided public comment and questioned the contract with Landis Elevator. Mr. Landis requested that additional information be provided in the descriptions. Commissioner Thomas responded that will explain further during approval of contracts. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of February 15, 2011 and February 17, 2011 meetings. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the Revised Grant Application to Pennsylvania Department of Public Welfare – Office of Children, Youth and Families to request a grant in the amount of $341,739.00 from the Time Limited Family Reunification Initiative Grant to be used for a visitation program, including support services and a facility, for parents and siblings to visit children involved with the Franklin County Children and Youth. This is a correction to action taken on December 2, 2010. The Board reviewed Human Services matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Continued on page 2 The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the Service Agreement between the County of Franklin and Kistler O’Brien Fire Protection to provide inspections and maintenance on the kitchen ansuls/hood system at a cost of $334.75 semi/annually for the period of January 24, 2011 through January 23, 2012. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Agreement between the County of Franklin and Landmark Elevator to provide maintenance on the hydraulic elevator at a cost of $140.00 per month plus $104.00 per hour for mechanic during normal business hours, $156.00 per hour for mechanic after business hours, $156.00 per hour for a crew during normal business hours and $234.00 per hour for crew after normal business hours. This agreement is for the period of March 1, 2011 through February 28, 2014. Mr. Hart explained further the rates and that the county obtained quotes in 2010 and Landmark was the lowest cost vendor. County won’t know total costs if repairs are needed. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Quote from NAC Divisions to replace four existing monitors for security at a cost of $2,137.00. The Board reviewed Transportation matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the 2011 Budget Adjustment in the amount of $140,000.00 to use grant funds from Fiscal Years 09/10 for vehicles being purchased in 2011. In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Renewal being applied for the Gateway Avenue Fill Site located in the Borough of Chambersburg. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Support Letter to Valley Community Housing to award Housing Trust Fund Grant in the amount of $10,000.00 in support of a project to provide low-mod income housing to senior citizens in the Borough of Waynesboro. The Board reviewed Visitors Bureau matters and conducted a bid opening for Requests for Proposal (RFP) for Visitors Bureau Public Relations Contractor. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to forward the RFP’s received to the Visitors Bureau Director for review. The Board will award or reject the RFP’s on Thursday, March 3, 2011 at 10:00 a.m. The meeting was adjourned at 10:21 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas.
