TUESDAY, MARCH 22, 2011
The Franklin County Commissioners met Tuesday, March 22, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of March 15, 2011 and March 17, 2011 meetings were read. These
will be approved Thursday, March 24, 2011.
The Board reviewed Agreements and Contracts. The Board had questions about
the Clerk of Courts budget adjustment and the billboard for MH/MR/EI. Mr. Hart
provided more information on these items. The agreements and contracts will be
approved Thursday, March 24, 2011.
The Board reviewed appointments for the Franklin County Industrial
Development Authority Board. Four terms are expiring on April 4, 2011 and was
advertised on March 13, 2011 in the Public Opinion newspaper. Four current members
asked for reappointment and no one else applied. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved to appoint Francis Traver, Joel
Fridgen, Buzz Shank and Mary-Anne Gordon to serve for a three (3) year term to expire
on April 4, 2014.
Mary Beth Shank, County Solicitor met with the Board and asked to go into an
Executive Session to discuss potential litigation matters.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:43 a.m. this date for the
purpose to review Litigation matters. The Board reconvened into regular session at
10:24 a.m.
Commissioner Ziobrowski announced that he will be absent on Thursday to
attend a Workforce Investment Board Executive Board meeting.
Commissioner Thomas asked the Board to consider a Proclamation for DeMolay
month. Commissioner Thomas read the proclamation. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved Proclamation
#2011-01 to proclaim March 2011 as DeMolay month to commend the youth and their
leaders who strive to make our community a better place to live and that the attached
proclamation be attached to the minutes.

The meeting was adjourned at 10:30 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

PROCLAMATION 2011- 01
March DeMolay Month in Franklin County
Whereas, DeMolay is an organization dedicated to preparing young men to lead successful, happy, and
productive lives. Its approach is based on timeless principles and practical, hands -on experience.
DeMolay opens doors for young men aged 12 to 21 by developing the civic awareness, personal
responsibility and leadership skills so vitally needed in society today.
Whereas, a DeMolay serves God, honors all womanhood, loves and honors his parents, is honest and
loyal to ideals and friends. A DeMolay's word is as good as his bond, is Courteous and at all times, a
gentleman and clean in mind and body. A DeMolay is a patriot in peace and war, stands unswervingly
for public schools and always bears the reputation of a good, law abiding citizen. A DeMolay by precept
and example must preserve the high standards to which he has pledged himself.
Whereas, the Order of DeMolay was founded in 1919 in Kansas City, Missouri by a young man named
Frank S. Land, a community leader who, at the age of 28, already had a successful business career. Near
the end of World War I, Land became concerned with the problems of boys who had lost their fathers
during the war. He thought "how lonely it must be for a boy not to have a man to talk with, or a man to
provide some type of inspiration and direction." He decided there was a need for an organization where
boys would have the opportunity to associate with other boys, a place they could share common
interests, learn responsibility and other skills that would benefit them throughout their lives. His ideal
model for this organization included having business or professional men, Masons, taking interest in the
young people, being a friend to them, advising them, and perhaps even providing them with
employment opportunities.
Whereas, the organization was called the Order of DeMolay, named for Jacques DeMolay, born in
Vitrey, France in the year 1244. At the age of 21, DeMolay joined the Order of Knights Templar, an
organization sanctioned by the Roman Catholic Church, to secure and protect the Holy Land during the
time in history known as the Crusades. In 1298, Jacques DeMolay was named Grand Master of the
Knights Templar, a position of power and prestige.
Whereas, Franklin County area youth have been served by the George Washington Order of DeMolay
since 1975, the organization was instituted under the leadership of Harry L. Oyler when 75 young men
comprised the charter class.
Whereas, recognizing that leadership skills will always be needed, George Washington Lodge # 143 Free
and Accepted Masons proudly sponsors the George Washington Order of DeMolay, which today has 48
members and 12 advisors, consistently ranking among the top chapters in Pennsylvania.
Whereas, March marks the anniversary of DeMolay, the Franklin County Commissioners are proud to
declare March DeMolay month in Franklin County and commend the youth and their leaders who strive
to make our community a better place to live.
In Witness Whereof, We have hereunto set our hand and have caused the seal of Franklin County to be
fixed this 22nd day of March, 2011.
