THURSDAY, MAY 12, 2011
The Franklin County Commissioners met Thursday, May 12, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Allen Piper, Citizens for Responsible Government, provided public comment and
asked if the Board has gotten an estimate on demolishing Harmon’s Building and if not
when will they get the estimate. Commissioner Keller responded if the Board can’t
respond soon will provide information later.
James Wyrick, Citizen, directed his comment to the Commissioners and he
advised he is disappointed they did not attend the forums held by Citizens for
Responsible Government. He would have like to have heard their input. He said if the
forums had not been conducted properly then he would have walked out himself.
Commissioner Keller announced that he and Commissioner Thomas will be attending
the Republican Women’s Group forum being held this evening.
Ken Jones, Citizen, stated the forum would have given the incumbents an
opportunity to say why they should serve another term and new people why they are
running and why they could do better. He said it would have also given them an
opportunity to educate people on who is running and why.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of May 3, 2011 and May 5, 2011 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage Licenses to the PA Department of
Agriculture/Commonwealth of PA for the Greencastle Senior Activity Center, Ft. Loudon
Senior Activity Center, Path Valley Senior Activity Center and Upper Strasburg Senior
Activity Center at a cost of $82.00 each for a total of $328.00 for the period of May 1,
2011 through April 30, 2012. It’s a state regulation to have a food and beverage license
that needs renewed annually.
The Board reviewed Assessment matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Request from
Cumberland Valley Auction Co., LLC for a list of parcel tax cards for all Franklin County
parcels that have 10 acres or larger to be used to establish a report with local land
owners and offer services as a realtor or auctioneer. Cumberland Valley Auction
Company will pay for the listing and cost will determine amount of cards printed.

The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children
with special needs for payment in the amount of $21.09/day for the period of August 1,
2010 through July 31, 2015 in addition a one-time payment not to exceed $0 to cover
non-recurring adoption expenses. This is an adjustment to the previous agreement due
to the child receiving social security benefits that began in August 2010.
The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized

The Board reviewed Election matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Election Systems & Software, Inc. for rental of six precinct
scanners at a cost of $2,100.00 to be used for the May 17, 2011 election.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report to PA
Department of Agriculture on food distribution in the amount of $3,394.64 to reimburse
South Central Community Action Program for their Emergency Food Assistance
Program for personnel, travel, copies, telephone, supplies/postage, space costs, &
liability insurance for the period of January through March, 2011.
The Board reviewed additional Human Services matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Memorandum of Understanding between the County of Franklin and Center for
Independent Living Opportunities (CILO) to provide information and linkages to long
term services and supports to people over the age of 60 and persons between the ages
of 18 to 59 with disabilities. CILO will reimburse the County for personnel, space and
any indirect cost at an amount of $28.05 per hour for no more than 15 hours per week.
Term of contract is January 1, 2011 through June 30, 2012. The Federal Government
has mandated states to provide a comprehensive information and referral system across
the state.
The Board reviewed MH/MR matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Contract between the County of Franklin and NAC Divisions to
install a safety alarm system for the case management staff at the Administrative Annex
at a cost of $3,709.00 for the period of May 3, 2011 through June 30, 2011.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement
between the County of Franklin and Chambersburg Project to provide Housing Trust
Fund money in the amount of $1,000.00 to be used for the week long housing rehab
project. This agreement is for the period of May 12, 2011 through December 31, 2012.
The Planning Department met with the Board on March 31, 2011 who provided
recommendations on Housing Trust Fund at which time the Board agreed with their
recommendations.

In accordance with PA Acts 67, 68 and 127 notifications, Curfman and Zullinger
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit being applied by Rine and Rine Builders for the Grandview Crossing site located
in Antrim Township.
In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NDPES
Permit application being applied by R.E. Friese Bus Transportation for a new 72’ x 120’
bus shed on property located in Mercersburg.
In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NDPES
Permit application being applied by Douglas Miller for a 6 lot residential subdivision on
property located in Greencastle.
In accordance with PA Acts 67, 68 and 127 notifications, RT Environmental
Services, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by HRI, Inc. for a material storage
area and equipment laydown area for adjacent PA Turnpike Commission Project on
property located in Lurgan Township.
The Board reviewed information regarding National Emergency Services Week.
William Little, Chairperson of Local Emergency Planning Committee and Jean Mackey,
Program Coordinator Education of EHSF along with many Emergency Management
Technicians from various fire and ambulance companies were present. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign
Franklin County Proclamation #2011-11 proclaiming the week of May 15 – May 21, 2011
as National Emergency Services Week and that the attached proclamation be made a
part of these minutes.
The Board reviewed information regarding National Nursing Home Week. Dr.
Barry Parks, Nursing Home Administrator was present to explain this proclamation is
requested to honor the residents as well as the employees of the nursing home. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved
to sign Franklin County Proclamation #2011-12 proclaiming the week of May 8 to May
14, 2011 as National Nursing Home Week and that the attached proclamation be made
a part of these minutes.
Mike Ross, President of Franklin County Area Development Authority (FCADC)
met with the Board to provide an overview of the economic conditions of Franklin
County. Mr. Ross reviewed projects and said there were a total of 25 projects in 2010
for a total capital investment of $8,147,787 and economic development resources total
$2,650,700. He said because of these projects 246 jobs have been retained and 58 jobs
have been created. Mr. Ross also stated since 1986 the FCADC has helped to facilitate
more than $1.43 Billion of new capital investment. Mr. Ross advised the County
unemployment rate is the lowest in 25 months and is down to 6.4% well below state and
national averages. Mr. Ross described future projects starting in 2011. He said that the
countywide challenges for future are: Development and extension of a quality public
infrastructure to support planned commercial and industrial development; update of the
County Comprehensive Plan update is vital to this effort; implementation and
development of a county wide Geo-Informational System; maintaining an educated and
skilled workforce; and continuing a balance growth of the economy while maintaining
and enhancing our quality-of-life. Mr. Ross said the question will not be will we see
growth, but can we manage and take advantage of it. Mr. Ross answered some
questions from the audience.

Steve Rock, Property Management Director met with the Board to discuss the
Request for Proposal (RFP) for engineering services for the FSNRC boiler project. Mr.
Rock provided his recommendation and is recommending Centerpoint Engineering. Six
companies responded and Michael Norris Associates was the lowest quote but it was
determined that not all services requested or required were provided in their proposal.
Centerpoint Engineering is the lowest qualified quote received. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to
Centerpoint Engineering as per the proposal submitted and instruct Mr. Rock to move
forward to enter into a contract.
John Hart answered Mr. Piper’s question concerning the demolition of Harmon’s
Building. Estimated cost to demolish this structure is $165,000.
The meeting was adjourned at 11:32 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

NATIONAL EMERGENCY MEDICAL SERVICES WEEK
May 15 -21, 2011
BE IT PROCLAIMED:
Whereas, May 15` — May 21 is National Emergency Medical Services (EMS) week.
Whereas, EMS Week is a week of recognition of the Emergency Medical Technicians, Paramedics,
Physicians, Dispatchers, and Nurses who selflessly give their time to promote the safety and health of
others.
Whereas, EMS Week is a time to reflect on our EMS Professionals, paid and volunteer, who commit
themselves to providing prompt and efficient care of patients in need of life- saving, critical, and
compassionate care.
Whereas, The purpose of EMS Week is to promote public awareness of the Emergency Medical
Services System, thank the EMS Professionals for what they do, and recruit new generations of EMS
providers to the ranks.
Now, Therefore: We, David S. Keller, Robert L. Thomas, and Robert G. Ziobrowski, as the
Commissioners of Franklin County, do hereby proclaim May 15 —May 21 s ` 2011 as:

Proclamation 2011 -12
National Nursing Home Week
May 8- 14,2011
WHEREAS the citizens of Franklin County now residing in nursing homes have
contributed immeasurably to the heritage, success and growth of our community;
and WHEREAS nursing home residents of any age or ability are themselves living
history and a precious resource; and
WHEREAS nursing home nationwide are holding events in observance of Nursing
Home Week guided by this year's national theme of "Fulfilling the Promise" and
WHEREAS Nursing Home Week begins on Mother's Day, May 8 and ends on
May 14, 2011;
THEREFORE, We, the Board of Commissioners of Franklin County urge every
citizen to honor the elderly and disabled residents of nursing homes by visiting or
volunteering at a local nursing home to bring good cheer to the residents and
appreciation to the staff that care for our community's most vulnerable citizens on
our behalf.
