TUESDAY, JULY 5, 2011
The Franklin County Commissioners met Tuesday, July 5, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of June 28, 2011 and June 30, 2011 meetings were read. These
will be approved Thursday, July 7, 2011.
The Board reviewed Agreements and Contracts. The Board was asked to
approve Resolution 2011-08 authorizing the Board of Commissioners and the County
Solicitor as signatories for the Consent Order and Agreement with the Commonwealth of
Pennsylvania Department of Environmental Protection. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2011-
08 and that the attached resolution be made a part of these minutes. The remainder
items will be approved Thursday, July 7, 2011.
The meeting was adjourned at 9:43 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Resolution No. 2011 -08
A RESOLUTION OF THE COUNTY OF FRANKLIN, COMMONWEALTH OF
PENNSYLVANIA, AUTHORIZING THE BOARD OF COMMISSIONERS AND
COUNTY SOLICITOR AS SIGNATORIES FOR CONSENT ORDER AND
AGREEMENT WITH THE COMMONWEALTH OF PENNSYLVANIA
DEPARTMENT OF ENVIRONMENTAL PROTECTION
WHEREAS, Board of Commissioners of Franklin County and Commonwealth of
Pennsylvania Department of Environmental Protection are entering into a Consent Order
and Agreement authorized and issued pursuant to Sections 301(6), 1701(a)(1), 1701(b) and
1702(a) of Act 101, 53 P.S. Sections 4000.301(6), 4000.1701(a)(1), 4000.1701(b) and
4000.1702(a); and Section 1917 -A of the Administrative Code, 71 P.S. Section 510 -17; and
WHEREAS, said Consent Order and Agreement pertains to the County's municipal waste
management plan; and
WHEREAS, at its June 28, 2011 meeting, on a motion by Commissioner Robert L. Thomas,
seconded by Chairman David S. Keller, the Board of Commissioners of Franklin County
voted unanimously to approve the Consent Order and Agreement between the County of
Franklin and Department of Environmental Protection; and
WHEREAS, said Consent Order requires authorization of the Board of Commissioners to
designate the Franklin County Board of Commissioners and County Solicitor as signatories
on behalf of the County;
NOW, THEREFORE, BE IT ORDAINED AND ENACTED by the Board of
Commissioners of the County of Franklin and Commonwealth of Pennsylvania as follows:
The Franklin County Board of Commissioners and County Solicitor are authorized
signatories to enter into the Consent Order and Agreement between the County of Franklin
and Pennsylvania Department of Environmental Protection executed by the County on June
28, 2011.
The effective date of this resolution shall be June 28, 2011.
