HomeMy WebLinkAbout2011-07-28 Commissioner Minutes THURSDAY, JULY 28, 2011 The Franklin County Commissioners met Thursday, July 28, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Ken Jones provided public comment and said that several folks in attendance have hearing difficulties and some don’t speak loudly so Mr. Jones asked if there is a possibility of considering a sound system? Chairman Keller responded that the board will consider in the 2012 budget. Allen Piper also provided public comment and agrees with his friend about the sound system but since this has been discussed for a long time he would like to see it done sooner since it wouldn’t be that difficult to get a basic sound system. Mr. Piper also asked the Board about the Prevailing Wage Act that was discussed at COG last week and if the Board supports this resolution? Commissioner Ziobrowski said he sent each governing body in the County a copy of the resolution to see if each are in favor of supporting a change to the 1961 Prevailing Wage Act. Commissioner Thomas responded that he is in favor of a repeal or adjustment but the power is with the legislators and the unions have a lot of power in Philadelphia and Pittsburgh but legislators should make adjustments to the outlying areas if they want it changed. Chairman Keller responded that the Board made clear they are in favor of an amendment and when time comes would be appropriate to formally pass a resolution. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of July 19, 2011 and July 21, 2011 meetings. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant-In-Aid Continuing Program to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services requesting an amount of $1,100,441.00 for fiscal year 2011-2012. This program is to help fund the Adult Probation Department. The Board Reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $17.10/day for the period of August 3, 2011 through August 2, 2016, in addition a one-time payment not to exceed $484.50 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. Continued on page 2 The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote for renewal between the County of Franklin and Environmental Systems Research Institute (ESRI) to upgrade and maintain the County’s GIS mapping software for better provision of current changes made to local streets and developments so dispatchers, fire departments, and EMS personnel can determine the exact location of emergencies and respond in a timely manner. The total cost of $9,500.00 is covered by the Wireless Funding/Wireline Funding Grant for the period of one year, October 2, 2011 through October 1, 2012. This vendor is on state contract. The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement between the County of Franklin and Pennsylvania Emergency Management Agency (PEMA) to provide a grant from the Hazardous Materials Response Fund Grant in the amount of $41,758.00 to be used for the hazardous materials program to include training, equipment, material and other supplies needed. This grant agreement is for the period of July 1, 2011 through June 30, 2012. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant agreement between the County of Franklin and Human Services Development Fund for fiscal year 2011-2012 for a grant in the amount of $107,687.00 for the period of July 1, 2011 through June 30, 2012. This cost is covered 100% by state funding. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to contract between the County of Franklin and Canteen Correctional Services for inmate meals at a per contract yearly increase, based upon the Bureau of Labor Statistics Consumer CPI, US City Average Food Away From Home Table for the period of June 1, 2011 through May 30, 2012, for an increase of .021%. The cost of the increase will be determined by the inmate population on any given day. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal contract between the County of Franklin and Frey Lutz Corporation to provide a maintenance program for HVAC and plumbing, along with a spring and fall detailed inspection which includes plumbing services involved with re-certifications of all back-flow preventers only. This agreement is intended to insure that all controls receive calibration, adjustments, and maintenance for proper, efficient operations at a cost of $64,809.96 for the period of July 26, 2011 through July 25, 2012. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal contract between the County of Franklin and Pennsylvania State Police for the 2011-2012 upgrade and annual recurring data circuit lease and equipment for CJIS System. This system is used for fingerprinting inmates at a cost of $3,616.88 for the period of July 1, 2011 through June 30, 2012. Cost anticipated to be covered by the new Central Booking Fees in the future. Continued on page 3 The Board reviewed MH/MR/EI matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal Grant Agreement between the County of Franklin and US Department of Housing and Urban Development to provide housing and support to the chronically homeless who have mental illness and who reside in Franklin or Fulton Counties. This program moves people with mental illness out of the homeless shelters or off the street and into permanent housing with support such as peer specialists, case management, and transportation. The total amount covered by the grant is $94,588.00 plus $9,255.00 County match for the period of January 1, 2012 through December 31, 2012. The grant is funded by 90% federal funds and 10% Housing Trust Funds. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal between the County of Franklin and NAC Alarm, Communication, and Telephone to install access control at the Dietary Hall door to enhance security for facility residents, to eliminate the possibility of elopement by residents, and to eliminate the need for a watch-mate station at the Dietary entrance and hallway, thereby eliminating time spent on alarms and false alarms. The one-time cost of this project is $3,170.00 funded by the capital budget of the nursing home. Megan Shreve, South Central Community Action Program (SCCAP) Director met with the Board to provide a presentation on SCCAP programs. Ms. Shreve explained the poverty guidelines that are established by the Federal Government. She said SCCAP has experienced budget cuts so they have closed some programs and laid off 14 staff in June and will be 15 more staff in July and August and they are anticipating even more cuts due to the Federal Government budget issue going on now which could be a 50% cut in community services programs. She said there has been a huge increase in people being served due to the economy. Ms. Shreve explained food pantries and how each household are only allowed 1 food allocation per month and food pantries can’t ask about income but do have participants sign a declaration that they are poverty level. Ms. Shreve went into great detail about the Circles Program that identifies barriers that keep people in poverty and to identify creative solutions that will help end or reduce poverty in Franklin County; to bring everyone to the table to work together toward that common goal and to make sure everyone has enough money, meaning and relationships to thrive.
