HomeMy WebLinkAbout2011-08-23 Commissioner Minutes TUESDAY, AUGUST 23, 2011 The Franklin County Commissioners met Tuesday, August 23, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Robert Wertime provided Public Comment and urged the Commissioners to look at what protections need afforded the common populace with respect to their personal information when implementing GIS. The minutes of August 19, 2011 meeting was read. These will be approved Thursday, August 25, 2011. The Board reviewed Agreements and Contracts. One item needed approval today. The remaining items will be approved Thursday, August 25, 2011. The Board reviewed Mental Health matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the New contract between County of Franklin and Pest Patrol, LLC to detect and treat the widespread bedbug infestation in the nine (9) HUD apartments overseen by the Housing Specialist. The one-time cost is $5,290.00 with 75% covered by Supportive Housing Project 1 and Supportive Housing Project. Three quotes were requested and Pest Patrol was the lowest qualified bidder due to not having to replace furniture in the apartments. The Board reviewed Commissioners Office matters and conducted a bid opening for Franklin County Bridge 27 and 28 Construction. The following bidders submitted bids: Abel Construction Co. – $996,099.95 alternate - $1.00 total of $996,100.95; Conewago Enterprises - $1,266,848 total with no alternate; Fayetteville Contractors – $1,031,079 alternate- $200,000 total of $1,231,079; Jay Fulkroad & Sons – $1,069,428.28 alternate - $100,000 for total of $1,169,428.28; George S. Hann & Son - $829,500.39 total with no alternate; Kinlsey Construction – $1,031,680.46 alternate - $18,000 for total of $1,049,680.46; Lobar Site Development - $966,534.67 alternate - $10,000 for total of $976,534.67; Susquehanna Valley Construction Corp. - $955,995.00 total with no alternate. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to forward the bids received to the Project Engineer and the County Solicitor for their review. The Board will award or reject the bids on Tuesday, August 30, 2011 at 9:45 a.m. Continued on page 2 The meeting was adjourned at 10:18 a.m. with a motion by Robert G.
