HomeMy WebLinkAbout2011-08-30 Commissioner Minutes TUESDAY, AUGUST 30, 2011 The Franklin County Commissioners met Tuesday, August 30, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of August 23, 2011 and August 25, 2011 meetings were read. These will be approved Thursday, September 1, 2011. The Board reviewed Agreements and Contracts. The Board had questions about the Supplemental Appropriation request and the Children and Youth report and Mr. Hart provided more information on these items. The following item was approved today and the remainder items will be approved Thursday, September 1, 2011. The Board reviewed Drug & Alcohol matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Contract between County of Franklin and SmartTrack/ PA Commission on Crime and Delinquency (PCCD) requesting to purchase the Pennsylvania Youth Survey (PAYS) for the five (5) school districts in Franklin County. Franklin/Fulton Drug & Alcohol (FFDA) is working in conjunction with the Child and Adolescence Service System Program (CASSP), The Community Coalition, and school districts to administer the survey this fall to 6th, 8th, 10th, and 12th grade students. Integrated Children’s Services Plan covers the cost of $6,402.50, and is for the period of July 1, 2011 through June 30, 2012. This company is a sole source provider; letter attached. The Board reviewed Commissioners Office matters. John Hart, Chief Clerk/County Administrator and Steve Malesker from C.S. Davidson were present to provide recommendations on the bids provided at last weeks bid opening for the Franklin County Bridge 27 & 28 Construction. Mr. Malesker recommended George S. Hann and Sons, Inc. due to being the lowest bidder and the County is familiar with their work since they have worked on five County bridges in the past. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to award the bid to George S. Hann and Sons, Inc. for a total bid price of $890,500.39. This bid is the lowest responsible bidder.
