HomeMy WebLinkAbout2011-09-01 Commissioner Minutes THURSDAY, SEPTEMBER 1, 2011 The Franklin County Commissioners met Thursday, September 1, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 23, 2011 and August 25, 2011 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification Statement of Children & Youth Programs to PA Department of Public Welfare. This report in the amount of $8,168,614.00 is submitted to the State for reimbursement for expenses incurred for the period of July 1, 2010 to June 30, 2011. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the New contract between County of Franklin and Capital Area Communications to move 911 back-up center from nursing home to courthouse, which will become the permanent 911 back-up center, for a one-time service fee totaling $9,920.00 covered by the Wireline Funding. The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new state contract between County of Franklin and Dell to update current licenses/anti-virus software to safeguard data from viruses, spam, and phising. The cost is $4,074.00, and the Wireline Funding covers $2,851.80 of the expense for the period of August 1, 2011 through July 31, 2012. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2011 Supplemental Appropriation for Capital Projects in the amount of $300,000.00 for costs related to the Courthouse renovation project, required to provide adequate space and security for Court operations. Funding source is the General Fund Reserves (Fund Balance). Appropriate quote and bidding processes will be followed as required throughout the project. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract between County of Franklin and AccessIT Group to upgrade current firewall system and to replace two other application servers used by the County for various security purposes. The cost is $29,251.00 and is for a one-time upgrade and first year’s annual maintenance. Continued on page 2 The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the new contract between County of Franklin and Cook’s Cleaning Service to strip and wax the first floor hallways in the Courthouse and to clean the carpet in the Clerk of Courts Suite. The one-time only service costs $1,695.00. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the State contract between County of Franklin and Rohrer Bus Services for a new wheelchair transportation van for a cost of $50,099.00, paid for by the Penn DOT Capital Grant FY 10-11, to replace a vehicle in the fleet that has passed its usefulness. In accordance with PA Act 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES renewal for Michael Christopher for Washington Township Boulevard project, Washington Township. In accordance with PA Act 14, 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES CAFO Permit renewal for existing operation by Eldwin Martin, 1290 Forge Road, Mercersburg. In accordance with PA Act 14, 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES CAFO Permit renewal for existing operation by Eldwin Martin, 1290 Forge Road, Mercersburg. In accordance with PA Act 14, 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES CAFO Permit renewal for existing operation by Roy Shank, 4640 Lighthouse Road, Chambersburg. In accordance with PA Act 14, 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Stormwater CAFO Permit renewal for existing operation by Jacob Wimmer, PO Box 398, Fannettsburg, with project location at PO Box 154, Roxbury. The meeting was adjourned at 9:39 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
