HomeMy WebLinkAbout2011-09-06 Commissioner Minutes TUESDAY, SEPTEMBER 6, 2011 The Franklin County Commissioners met Tuesday, September 6, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to amend the agenda to include Solicitor time after review of the minutes. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Ken Jones provided public comment and read a statement about the economic conditions of our Country and the free spending habits of our Elected Officials. Commissioner Ziobrowski asked Mr. Jones what his statement has to do with County business? Mr. Jones responded that projects are taken on because they are feel good projects and only satisfying the good ole boys network. Jim Stahl also provided public comment and asked when the hearing problem will be fixed in the Boardroom. Commissioner Keller responded the Board is looking at fixing the problem in the near future. The minutes of August 30, 2011 and September 1, 2011 meetings were read. These will be approved Thursday, September 8, 2011. The Board met with the County Solicitor who provided an update on the Blighted Property Committee that the Board will consider establishing an Ordinance on th September 13. The Board reviewed Agreements and Contracts. Doug Amsley, CYFS Director and Kyle Stoner, Fiscal Officer met with the Board to provide more information on the Children & Youth Needs Based Plan and Budget that is in for consideration this week. This item along with agreements and contracts will be approved Thursday, September 8, 2011. The Board reviewed information regarding National Preparedness Month. David Donohue, DES Director along with Emergency Management personnel and Ryan Fayetteville Fire Company were present. On a motion by Robert Elborne, EMS Chief with G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2011-14 proclaiming the month of September 2011 as National Preparedness Month and that the attached proclamation be made a part of these minutes. John Hart, Chief Clerk/County Administrator met with the Board to provide a report of County Buildings. Mr. Hart reported there are 30 buildings with 617,647 square feet and with a value of $77,160,460. He said these buildings are of various ages and types of operations. Mr. Hart said the 2011 budget is $3,677,823 with 29.5% as personnel costs, 32.3% utilities costs and 38.2% material and supplies. He said Property Management performs over 15,000 work orders per year and 75% are preventative. He stated that industry standards report the county should be realizing a savings of 25-30% in equipment replacement and repairs by performing preventative maintenance. He said Property Management has 16 employees with 8 individuals being employed by Carter Goble Lee. These 8 employees equate to an approximate value of $657,622 of the total personnel costs for Property Management staff. In conclusion, Mr. Hart reported that by focusing on a preventative strategy the County is realizing savings and efficiencies. FRANKLIN COUNTY COMMISSIONERS PROCLAMATION #2011 -14 NATIONAL PREPAREDNESS MONTH September, 2011 WHEREAS, "National Preparedness Month". creates an important opportunity for every resident of Franklin County to prepare their homes, businesses, and communities for any type of emergency; and WHEREAS, investing in the preparedness of ourselves, our families, businesses, and communities can reduce fatalities and economic devastation in our communities and in our nations; and WHEREAS, the Franklin County Department of Emergency Services public education campaign and Federal Emergency Management Agency's Ready Campaign, Citizen Corps and other federal, state, municipal, private, business, and Services are working to increase public activities in preparing for emergencies and to educate individuals on how to take action; and WHEREAS, emergency preparedness is the responsibility or every citizen of Franklin County and all citizens are urged to make preparedness a priority and work together as a team to ensure that individuals, families, and communities are prepared for disasters and emergencies of any type, and WHEREAS, all citizens of Franklin County are encouraged to participate in citizen preparedness activities and asked to review the Franklin County Department of Emergency Services website at franklindes.org or the Ready Campaign website at Ready.gov and become more prepared. THEREFORE, BE IT RESOLVED that the Franklin County Commissioners hereby proclaim September 2011 as National Preparedness Month, and encourages all citizens and businesses to develop their own emergency preparedness plan and work together toward creating a more prepared community.
