HomeMy WebLinkAbout2011-09-08 Commissioner Minutes THURSDAY, SEPTEMBER 8, 2011 The Franklin County Commissioners met Thursday, September 8, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of August 30, 2011 and September 1, 2011 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Needs Based Plan and Budget to the Office of Children Youth and Families for the Fiscal Years 2012- 2013 requesting a budget amount of $8,659,848 for Children and Youth. This report shows all expenditure and revenue requested for this period. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement and Notice to Proceed to George S. Hann and Sons to replace and widen Bridges #27 and 28 located in St. Thomas and Hamilton Townships at a cost of $829,500.39. This project was bid and the Board awarded to George S. Hann and Son on August 30, 2011. The Board reviewed Department of Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal contract between County of Franklin and Priority Dispatch for annual maintenance of Pro QA software with extended service plan for additional technical telephone support, free updates to current version, and additional discounts on new versions/editions. The cost is $7,293.00 for the period of September 12, 2011 through September 11, 2012, with Wireless funding 62% and Wireline funding 38%. The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the new contract between the County of Franklin, Healthy Communities Partnership and Franklin County Career and Technology Center for Student Assistance Programs which is a mandated three-way agreement between each school district, MH/MR and D&A (the County) for defining clearly the roles of each entity bound by the agreement, making it easier for students to gain needed support to overcome barriers to their learning and to reduce service duplication. This agreement is for the period of July 1, 2011 through June 30, 2012. The other school districts were approved on August 4, 2011. Continued on page 2 The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Form 8038-CP to the Department of the Treasury to file semi- annually for the County to claim 45% reimbursement from the Federal Government for the interest paid for the Recovery Zone Economic Development Note. The County will receive a reimbursement in the amount of $17,336.00. The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between County of Franklin and Department of Agriculture to extend the contract for the Emergency Food Assistance Program (TEFAP) originally to end September 30, 2011. All terms, conditions and requirements of the current Program Management Agreement shall remain in effect until December 31, 2011 or until a successor Program Management Agreement is in place between the parties, whichever occurs first. The reason for this extension is to provide time for revisions to a new agreement which will be effective January 1, 2012 caused by recent developments necessitating changes to that document, preferable to executing a new contract with amendments to follow. In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Keystone Rural Health for th construction of a parking lot across the private Right-of-Way at the end of 5 Avenue across from Lutheran Social Services in the existing farm field. In accordance with PA Act 14 notifications, the Pennsylvania Game Commission and the Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection application for a Water Obstruction and Encroachment Permit to remove existing gravel bar, located in Hamilton Township. In accordance with PA Acts 67, 68 and 127 notifications, William Elliott, III notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied to replace the existing steel culvert pipes, which are rusted through with HDPE plastic pipes on property located in Fannett Township. The Board presented Certificates of Appreciation to Pastor Hutchison of Grace Community Church who provided use of their facilities during the heat wave this summer and Major Harris of the Salvation Army who provided the food to the fifteen people who used the facilities. Franklin County Information Referral Coordinator, Dawn Orndoff, will conduct a presentation on Information and Referral Franklin County Link. Ms. Orndoff stated she spends 15-20 hours a week as the Link Coordinator and she explained that the Aging and Disability Resource Center (ADRC) is a collaborative effort between The Center of Medicare and Medicaid Services and Aging and the focus is to form a decentralized network of agencies to help support family members and caregivers so they don’t have to jump from place to place looking for services. She said the core functions of ADRC’s are: information and referral, options counseling and assistance, streamline eligibility determination for public programs, and persons centered transition support. Ms. Orndoff said the core partners are Aging, Center of Independent Living, United Cerebral Palsy and United Disability Services. She reported there is a Franklin County kickoff on September 27 at 1:00 PM at Human Services Building and Link meetings will be held the third Tuesday of each month at the Aging Office on Norland Avenue. Rick Wynn said this program is federally mandated but the County is still waiting for funding because the Federal Government is not sure where money is coming from at this point. He said that Pennsylvania is the last state to implement this program. Continued on page 3 The meeting was adjourned at 10:19 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
