HomeMy WebLinkAbout2011-09-15 Commissioner Minutes THURSDAY, SEPTEMBER 15, 2011 The Franklin County Commissioners met Thursday, September 15, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of September 6, 2011 and September 8, 2011 meetings. John Hart, Chief Clerk/County Administrator asked to put the Morefield contract on hold till later in the meeting due to needing more information. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Keyser Consulting Group (KCG), a COSTARS vendor, for a Video Border Proxy to allow the County’s video conferencing equipment to run properly without interruption at a cost of $6,823.50. This 2010 CJAB Initiatives Grant funded through PA Commission on Crime and Delinquency (PCCD) is for the period of January 1, 2011 through December 31, 2011. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal contract between the County of Franklin and Capital BlueCross, the vendor for the County’s healthcare coverage for employees and retirees. This service gives Capital BlueCross permission to coordinate with Medicare regarding the Federal Medicare Secondary Payer (MSP) Laws and they will coordinate on the County’s behalf to be sure we are complying with the laws. There is no additional cost involved as this service is included in our full contract with Capital BlueCross. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revision of contract, due to finding out final allocation, between the County of Franklin and the Homeless Assistance Program (HAP) for Fiscal Year 2011-2012 to provide rental assistance to County residents and assistance to the Franklin County Emergency Shelter for the period of July 1, 2011 through June 30, 2012 for a total of $126,287.00. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract between the County of Franklin and Digital Sunrise for an upgrade to existing Wireless Network technology within the County and expansion to a greater area, making the network more easily accessible for managers, workers, and vendors while also improving the management on the back-end. This is a one-time cost of $17,422.00, through this state contractor, with an annual support cost of $269.00. Approximately $5,000.00 will be provided by the CCAP Technology Grant awarded to the nursing home. Continued on page 2 The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal contract between the County of Franklin and Franklin County Jail Ministry for chaplain services through the United Churches of the Chambersburg Area for the period of January 2012 through December 2012 at a cost of $15,000.00, which was the same cost as last year. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal contract between the County of Franklin and Enviro-Tech Pest Services for pest control services at the Jail at a cost of $1,500.00 for one year, which was the same cost as last year. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal contract between the County of Franklin and KeyTrak, Inc. for maintenance/ support coverage for the Jail’s key system-box, including 24 hour phone support service, imperative to the safety and security of the Jail’s daily operations for the period of one year at a cost of $652.00, an increase of $8.00 from last year. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract between the County of Franklin and Senft Law Firm, LLC to provide legal representation needed by the Jail for the period of one year at a cost of $200.00 per hour, which was the same cost as last year. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the new contract between the County of Franklin and Signostics, Inc. for a 30-day trial period of a portable urinary bladder scanner at a total cost of $50 to be covered by residents’ income. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Porter’s Carpet and Furniture to replace carpet in the Human Services Building for a cost of $32,109.00. This was approved by the Board on August 9, 2011 by bid. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection General NDPES Permit application being applied by Trademark Development Corporation for a residential subdivision development named Mar Way Estates in Washington Township. Dan Wolfe, Planner, met with the Board for the Entitlement Community Development Block Grant Public Hearing. Mr. Wolfe provided his recommendations to the Board and also informed the Board that the amount received this year is a reduction of 25%. Representatives from Washington Township, Peters Township and Quincy Township were present to explain their projects and thank the Board for their support. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the following recommendations for the 2011 Community Development Block Grant Program: Total Allocation $354,236 Administration & Planning @ 18% $63,162 Indian Lake Camp Corporation – Phase 5 of Water system upgrades $75,000 Quincy Township Municipal Authority – Water Line Project on Furnace Road $91,074 Washington Township- Extend sewer line on Calimer Drive & Old Forge Road $75,000 Peters Township – removal of septic tanks & installation of grinder pumps in Upton $50,000 Continued on page 3 On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Franklin County Resolution #2011-10, 2011 Entitlement Community Development Block Grant Application Adoption, which is attached and made a part of these minutes. Teresa Beckner, Fiscal Director met with the Board to discuss the following items: Review of 2011 expense and revenue budget performance through July with expenses tracking as anticipated slightly under budget and revenues tracking on target through July; Preparation of the 2012 Budget is well under way with almost all departments budget requests submitted. She said Fiscal is making sure all budgets are complete and is compiling data for personnel and expansion items. Mr. Hart received the information on the Morefield contract and he is comfortable that the contractor will perform the services as stated in the contract. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the new contract between the County of Franklin and Morefield Communications for a new Adtran network solution and Shoretel IP telephone system. Morefield will perform all work necessary to furnish, design, and install the equipment necessary to provide a new computer network and telephone system, replacing the County’s older, dated equipment, improving the county’s network and telephone communications by utilizing the most current protocols and will provide necessary flexibility to reduce monthly costs for communication. The total cost is $570,339.00 for installation, equipment and maintenance services for one year. This company is on state contract price listing. The Board recessed and will reconvene at 1:00 p.m. for Assessment Appeals The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the changes or denials as stated on the attached Franklin County Appeals Schedule dated September 15, 2011, which is attached and made a part of these minutes. The meeting was adjourned at 4:05 p.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
