HomeMy WebLinkAbout2011-09-22 Commissioner Minutes THURSDAY, SEPTEMBER 22, 2011 The Franklin County Commissioners met Thursday, September 22, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Mr. Jay Lightfoot provided public comment and asked for more clarification of the cost of the snow removal contract and why the sexual harassment training is so expensive. Chairman Keller responded that will discuss further during board action discussion. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of September 13, 2011 and September 15, 2011 meetings. John Hart, Chief Clerk/County Administrator informed the Board of the addition of two contracts that is not included on the Board Action listing. One is for Peirce Park to provide investment advisor services for the OPEB (Post-Employment Benefits) trust and the other is for M&T to serve as the trustee of the account. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Peirce Park Group, Inc. to provide investment advisor services for the OPEB Trust at a cost of .15% of value of the fund with a minimum of $20,000.00. This agreement is effective September 22, 2011 and shall continue in effect for successive one year terms ending on the anniversary of the initial termination date. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and M&T Bank to serve as the trustee of the OPEB account at a cost of .03% of the total market value than a 5% discount will be applied based on transactions. The County has the right to terminate this agreement at any time. Chairman Keller wanted to clarify the questions raised by Mr. Lightfoot about two contracts. John Hart, Chief Clerk/County Administrator explained that the snow removal contract is not a set amount because all depends on equipment used and how much snow the area receives. He said this contract is to haul snow off site only and not plowing which the county self performs. Chairman Keller explained further the sexual harassment training and that with the County having over 900 employees the expense per employee is modest and it will cost more if the County would have to go to court if don’t have this training. He said the County’s insurance carrier recommends having this training every two years. Continued on page 2 The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement #1 on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $29.00/day for the period of September 24, 2011 through September 23, 2016, in addition a one-time payment not to exceed $504.50 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement #2 on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $46.00/day for the period of September 15, 2011 through September 14, 2016, in addition a one-time payment not to exceed $ - 0- to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement #3 on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $46.00/day for the period of September 15, 2011 through September 14, 2016, in addition a one-time payment not to exceed $ - 0- to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement #4 on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $40.00/day for the period of September 24, 2011 through September 23, 2016, in addition a one-time payment not to exceed $378.50 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal contract between the County of Franklin and CenturyLink to lock in pricing for 911 circuits at the current circuit line billings. The Wireless Grant will cover 48% and the Wireline Grant will cover 52% of the $167,920.00 cost for the period of September 22, 2011 through September 21, 2012. The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the new contract between the County of Franklin and Motorola for maintenance on the County’s radio system. Motorola subcontracts with Capital Area Communications. This is on state contract pricing at a cost of $116,212.67 for the period of July 1, 2011 through January 31, 2012, covered 100% by Wireline Funding. Continued on page 3 The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quarterly report to the Housing and Urban Development through the PA Department of Community and Economic Development for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) for the period of July 1, 2011 through September 30, 2011. The American Reinvestment and Recovery Act (ARRA) requires quarterly reporting per the forms (Time Sheets and Expenditures) that the PA Department of Community and Economic Development (DCED) created for the HPRP program. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract between the County of Franklin and HR Classroom/Curtis Communications, Inc. to provide training to supervisors and employees on sexual harassment in the workplace. Three quotes were received, and this was the lowest quote, at a cost of $7,100.00 for the period of September 22, 2011 through September 23, 2012. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the PA Department of Agriculture State Food Purchase Program Expense and Data Report for Fiscal Year 2010–2011 for the South Central Community Action Program, providing for Franklin County food pantries, covered 100% by the State Food Program in the amount of $141,571.00. The Board reviewed additional Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to contract as a result of the final allocation from the state between the County of Franklin and South Central Community Action Program (SCCAP) for Fiscal Year 2011-2012 to provide rental assistance to County residents and assistance to the Franklin County Emergency Shelter for the period of July 1, 2011 through June 30, 2012 for a total of $113,659.00, covered 100% by the State grant. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Proposal between the County of Franklin and M.S. Johnston Company to replace two freezer doors and one cooler door at the Nursing Home. Requests for proposals were requested, and this was the lowest qualified quote at $9,110.00. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Proposal between the County of Franklin and R.A. Hill, Inc. on an as-needed basis for snow removal at the Courthouse, Franklin Farm Lane, and Admin. Annex at a cost according to rates listed on proposal, depending on equipment for the period of January 1, 2012 through December 31, 2012. In accordance with PA Act 14 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Stormwater Permit for the construction of a free-stall dairy barn on the operation at 12285 Worleytown Road, Greencastle, PA. In accordance with PA Act 14 notifications, Johnston and Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection, Bureau of Dams and Waterway Management General Permit for the construction activities that will take place in an Unnamed Tributary to Licking Creek by Merle Metcalfe, in care of Barry Metcalfe, 11748 Punch Bowl Road, Mercersburg, PA. Continued on page 4 In accordance with PA Act 14 notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit for Dennis Koons in Washington Township. Judge Richard Walsh and Mark Singer, Court Administrator were present to discuss the Courts budget requests for 2012. Mr. Singer informed the Board of several savings initiatives that have saved the County money. The Courts are requesting the following items: Upgrade judicial secretary one grade; upgrade two Legal Secretary I’s to Legal Secretary II’s; establish a Senior Law Clerk Position; hire Deputy Court Administrator; upgrades to Courtroom I; requesting four (4) all-in-one copiers; replace a kitchenette in Judge Walsh’s chambers; replace furniture in Judge Krum’s chambers; requesting a mobile conferencing unit; increase billing to meet budget projections for line items; requesting a projector. Mr. Singer informed the Board of the following Magisterial District Judge’s requests: MDJ Pentz is requesting an additional staff person or increase current staff to 40 hours a week; MDJ Carter and Plum are requesting to replace carpet; four (4) postage meters; and two (2) all-in-one copiers. Teresa Anthony, Domestic Relations Section (DRS) Director met with the Board to discuss DRS budget requests for 2012. Mrs. Anthony is requesting the following items: Additional scanner for Laserfiche; requesting an increase for conferences, meals and lodging; establish Domestic Relations Officer position; reclassification of support staff and management staff; and requesting a shredder, chairs and a fax machine. Matt Fogal, District Attorney met with the Board to discuss District Attorney’s budget requests for 2012. Mr. Fogal is requesting the following items: Upgrade one position to Office Manager; establish a Narcotics Detective position for Drug Task Force; establish an Administrative Assistant for Drug Task Force; and upgrade legal secretary from part-time to full-time in Drug Task Force.
