HomeMy WebLinkAbout2011-10-04 Commissioner Minutes TUESDAY, OCTOBER 4, 2011 The Franklin County Commissioners met Tuesday, October 4, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Ken Jones provided public comment and read a statement about the economic conditions of our Country and how the only growth in our nation is in government. He stated that the Board approved the purchase of the phone system but gave him grief about wanting them to buy a sound system so that participants can hear what is going on. Mr. Jones asked the Board to use frugality when looking at the 2012 budget. The minutes of September 27, 2011 and September 29, 2011 meetings were read. These will be approved Thursday, October 6, 2011. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas wanted to inform everyone that the Transportation allocation is about $300,000 less than received in past and that CCAP is working hard to reduce mandates for counties. Commissioner Ziobrowski asked about the ambulance contract and if the hourly amount of $50 is correct. Mr. Hart will follow-up and have an answer for Thursday’s meeting. The following items were approved today and the remainder items will be approved Thursday, October 6, 2011. The Board reviewed MH/MR/EI matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the renewal grant application between the County of Franklin and Department of Housing and Urban Development (HUD) for the HUD 1 Homeless Assistance Project that consists of 10 scattered site furnished one-bedroom apartments in Franklin and Fulton counties. The project pays rent for participants and offers peer support services, transportation, emergency food, and housing supplies. The grant is for a total of $95,345.00 for the period of August 1, 2012 through July 31, 2013. The Board reviewed additional MH/MR/EI matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the renewal grant application between the County of Franklin and Department of Housing and Urban Development (HUD) for the HUD 2 Homeless Assistance Project that consists of 10 scattered site furnished one-bedroom apartments in Franklin and Fulton counties. The project pays rent for participants and offers peer support services, transportation, emergency food, and housing supplies. Case management is provided through MH/MR. The grant is for a total of $94,588.00 for the period of January 1, 2013 through December 31, 2013. The Board recessed and will reconvene at 10:00 a.m. for Tax Assessment Appeals. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. Continued on page 2 The meeting was adjourned at 4:00 p.m. with a motion by Robert G.
