HomeMy WebLinkAbout2011-10-18 Commissioner Minutes TUESDAY, OCTOBER 18, 2011 The Franklin County Commissioners met Tuesday, October 18, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and asked a question on the inheritance tax at the Federal level and Chairman Keller said he would check on it and get back to Mr. Lightfoot. Ken Jones provided public comment and asked about the supplemental appropriation on the board action listing today. Chairman Keller responded that the Board will address during contract discussions. The minutes of October 11, 2011 and October 13, 2011 meetings were read. These will be approved Thursday, October 20, 2011. The Board reviewed Agreements, Contracts and Reports. The Board addressed the supplemental appropriation question raised by Mr. Jones and explained that the new phone system will be paid for by a combination of funds that were being held in contingency for other projects, as well as funds from reserves. The supplemental appropriation represents the transfer of funds from reserves into the appropriate line item in the budget for the new phone system. The amount appropriated from reserves is consistent with the amount that Chief Administrator said would be needed when he presented the project to the Board on September 15, 2011. John Hart also gave an overview of the work release initiative. The Agreements, Contracts and Reports will be approved Thursday, October 20, 2011. The Board reviewed Mental Health matters and conducted a bid opening for a Wheelchair Ramp for a Mental Health Client. The following bidder submitted a bid: Archwood Homes, LLC for a bid amount of $21,000.00. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to forward the bid received to the MH/MR Director, the County Solicitor and the Purchasing Agent for their review. The Board will award or reject the bids on October 25, 2011 at 10:15 a.m. The Board recessed and will reconvene at 10:00 a.m. for Tax Assessment Appeals. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. Continued on page 2 The meeting was adjourned at 12:20 p.m. with a motion by Robert G.
