HomeMy WebLinkAbout2011-10-20 Commissioner Minutes THURSDAY, OCTOBER 20, 2011 The Franklin County Commissioners met Thursday, October 20, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of October 11, 2011 and October 13, 2011 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $40.00/day for the period of October 22, 2011 1 through December 6, 2015. In addition a one-time payment not to exceed $378.50 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $270,339.00 for the purchase of a county-wide telephone system. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Dell Computers, on State Contract, to replace six desktop computers to update IT service within the Jail for a total of $5,701.50, covered by the Jail Diversion Grant. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Intergovernmental agreement between the County of Franklin and the Pennsylvania Department of Corrections to remove offenders from the State Prison and place them in the County Prison of their origination so they can participate in a Work Release Program to improve inmates’ work skills in preparing them for life after prison. The Pennsylvania Department of Corrections will pay the County $65.00 per day per offender in full custody status. This on-going agreement may be terminated by written notice of either party and becomes effective 90 days after receipt of the written notice of termination. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal contract between the County of Franklin and DCA of Chambersburg, Inc., d/b/a US Renal Care of Chambersburg for one year automatic renewal dialysis services that are billed directly to the clients’ insurance companies. Continued on page 2 The Board reviewed additional Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from John H. Bricker Welding to move steam lines in the boiler room for corrective repairs for a one-time cost of $2,545.00. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Diamond Automatic Sprinklers, Inc. to perform the annual inspection of the sprinkler system at the Administrative Annex at a cost of $240.00. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and A & B Fire Protection, Inc. to do an annual inspection of the three sprinkler systems at Building 426 at a cost of $450.00. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Maintenance Agreement between the County of Franklin and Susquehanna Door Service to provide semi-annual preventative maintenance on automatic door systems at the Nursing Home at a cost of $1,125.00 for the period of January 1, 2012 through December 31, 2012. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Smartware Group / Bigfoot CMMS for updating 13 support licenses for tracking program of all county equipment and property for a cost of $2,120.00 for the period of January 2, 2012 through January 2, 2013. In accordance with PA Acts 67 and 68 notifications, Pennsylvania Department of Environmental Protection notified the County of a PA Department of Conservation and Natural Resource rehabilitation of a Forestry bridge on Biesecker Gap Road over Biesecker Run in Quincy Township, Michaux State Forest to include repairing of stone masonry substructure, painting steel beams, and installing new guiderail, planned for 2012. The Board reviewed Purchasing matters. This was the advertised date to receive bids for the Suboxone medication for clients of Drug & Alcohol, Adult Probation and Day Report Center. No bids were received. This will be rebid on November 1, 2011 at 9:45 a.m. Becky Greenawalt, Director of Drug & Alcohol provided a presentation on the Drug and Alcohol Department. Ms. Greenawalt said Franklin/Fulton County Drug and Alcohol is directly under Fulton County and Franklin County Commissioners. She explained additions and the current trends which include: bath salts, prescription medication, dippies, synthetic marijuana, salvia, heroin, cocaine and jewelry cleaner. th Ms. Greenawalt informed the Board there is a drug take back on October 29 to turn in old prescription drugs. She said education and prevention are very important to teach the dangers of these drugs to youth. She went over the substance abuse treatment options which are: intervention, outpatient, intensive outpatient, partial hospitalization, halfway house, short term inpatient, long term inpatient and detoxification and explained that we do treatment because we want a safer community. Ms. Greenawalt said that used to Drug & Alcohol do a community wide prevention plan every couple yearsis and target specific problem behaviors using the following: 6 Federal Strategies; Pennsylvania Youth Survey (PAYS); Community Coalition; and Continued on page 3 40 Development Assets. She explained prevention and why we do it: “An ounce of prevention is worth a pound of cure.”; prevention costs are a fraction of treatment and forensic; keeping our community safe, healthy, and supportive; a risk factor is “Social Laws and Norms Favorable to Substance Use” – prevention lowers this factor, letting kids know WE DO CARE; best way to “cure” diabetes is to stop it from happening, the same is with substance abuse. Chairman Keller informed everyone in attendance that a goal of this board is to increase prevention efforts and prevention activities. The Board recessed and will return at 10:30 a.m. for tax assessment appeals. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved that the premises of Franklin County Tax Parcel #0Q07-125 of Brian L. and Heather R. Myers having the assessment of $49,080.00 shall have the lawful assessment of $42,580.00 for the tax year 2011 and all future tax years. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved that the premises of Franklin County Tax Parcel #0C13-409 of Adam R. and Jennifer L. Schellhase having the assessment of $58,680.00 shall have the lawful assessment of $52,400.00 for the tax year 2011 and all future tax years.
