TUESDAY, OCTOBER 25, 2011
The Franklin County Commissioners met Tuesday, October 25, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of October 18, 2011 and October 20, 2011 meetings were read.

Chairman Keller requested a correction to the Tuesday, October 18 minutes. These
will be approved Thursday, October 27, 2011.
The Board reviewed Agreements, Contracts and Reports. The Board wanted
more clarification on the Colonial Life Insurance Agreement and Mr. Hart provided more
information on this item. The following items was approved today and the remainder
items will be approved Thursday, October 27, 2011.
The Board reviewed Court Administration matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the new contract
between the County of Franklin and Jury Systems, Inc. to train Court Administration staff
on use of electronic juror check-in during Jury Selection Day to expedite the process.
Training will be held October 27 and 28, 2011 in the amount of $2,200.00 and four days
per diem in the amount of $180.00.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the correction to the
contract signed on September 22, 2011 between the County of Franklin and CenturyLink
for annual lock-in pricing for 911 circuits for a 12-month period, decreasing from
$13,993.38 a month to $13,252.38, saving the County $741.00 a month.
The Board reviewed Human Services Administration matters.
On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Program Management Agreement between the County of Franklin and Pennsylvania
Department of Agriculture to reimburse the County for authorized expenses for the
Emergency Food Assistance Program (TEFAP) for the period of January 1, 2012
through December 31, 2016.
The Board reviewed Human Resources matters.
On a motion by Robert G.
for the Chairman of
Ziobrowski; seconded by Robert L. Thomas; unanimously approved
the Board to execute the new contract between the County of Franklin and Colonial Life
Insurance to administer the County’s supplemental benefits, consisting of Short Term
Disability, Cancer Plans, Accident Plans, specified Critical Illness, and Flexible Spending
Accounts.

Phil Tarquino, Planning Director met with the Board to conduct a public hearing
on Community Housing Development Organization (CHDO) Home application. He
explained that Interfaith Housing has asked the County to apply on their behalf to PA
Department of Community and Economic Development (DCED) requesting $100,000 for
their housing project in Antrim Township. A Public Meeting regarding this application
was held on October 13, 2011. Patricia Motter, President of Interfaith Housing Alliance
was present and explained the project. The Board asked the public if they had any
comments on this project that has been proposed. After no comments were received
the Board took a motion to accept the application. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the application on behalf of
Interfaith Housing to PA DCED including Resolution 2011-13 authorizing the filing of an
application for funds with the Department of Community and Economic Development
(DCED).
The Board provided RACES/ARES volunteers with the Auxiliary Volunteer
Service of the Year
award that has been awarded from the State.
The Board provided a commendation award to CERT member Gerald Bitinger for
participating in eleven (11) community public outreach events which directly contributed
to a reduction in requests for emergency assistance within Franklin County; assisting
with the Departments smoke detector battery distribution program; participating in ten
(10) training events, ensuring that he is prepared for any emergency that he may be
called upon to assist with and have also served in the County Emergency Operations
Center, lending valuable support in times of emergency.
The Board reviewed MH/MR matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approvedto award the bid for the Custom
Wheelchair Ramp Installation for Mental Retardation Individual Living in the Community
bid to Archwood Homes, LLC DBA Spring Run Lumber Barn for a total bid price of
$21,000.00. This proposal was the only bid received.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approvedto enter an executive session at 10:18 a.m. this date for the
purpose to review Potential Litigation: Walgreens v. FCBART matters. The Board
reconvened into regular session at 11:00 a.m. No action will be required after executive
session.
The Board recessed and will reconvene at 3:00 p.m. to settle Tax Assessment
Appeals.

unanimously approvedthe changes or denials to the attached Franklin County Appeals
Schedule dated September 27, 2011, October 4, 2011 and October 20, 2011, which is
attached and made a part of these minutes.
