HomeMy WebLinkAbout2011-12-22 Commissioner Minutes THURSDAY, DECEMBER 22, 2011 The Franklin County Commissioners met Thursday, December 22, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 13, 2011 and December 15, 2011 meetings. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Chairman of the Board to execute the agreement between the County of Franklin and Pennsylvania Emergency Management Agency (PEMA) that the County will use 9-1-1 funds solely for purposes designated by Public Safety Emergency Telephone Act, the statewide wireless E9-1-1 Plan. The County’s 9-1-1 Plan and all other applicable Commonwealth laws, regulations, and policies, required before the County receives approved funds for the period of January 1, 2012 through December 31, 2012. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Rossi Realty of Chambersburg LP to lease a one- bedroom unit in the Borough of Chambersburg as part of the re-entry pilot program for inmates released from jail with no approved home plan while providing community support and treatment, for the period of January 1, 2012 through December 31, 2012, in the amount of $6,600.00. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to Pennsylvania Commission on Crime and Delinquency requesting a grant in the amount of $11,112.00 from the Juvenile Accountability Block Grant to fund the Juvenile Probation’s Summer Work Program and add a Girls Circle Group Program for 2012. This grant will allow Juvenile Probation to continue to mentor to juveniles and reform their behavior with positive reinforcement and turn their behavior into a positive and reduce or eliminate them returning to the county system. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Prison Inmate Medical Cost Containment Program (PIMCC) for implementation of Inmate Medical Cost Cap Provisions from Act 22, 2011 which allows county inmates to qualify for Medical Assistance coverage for hospitalizations and caps medical provider rates at Medicaid rates for inmates not qualified and provides Medicare for outpatient services provided to inmates. This Agreement authorizes the County to designate PrimeCare Medical to be designated as the service agent for payment of Act 22 service funds to PIMCC. Continued on page 2 The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Addendum to June 2, 2011 contract between the County of Franklin and General Code for the purchase and implementation of different electronic forms for the period of November 17, 2011 through November 16, 2012, in the amount of $53,585.00, at a savings of $455.00. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Canon Business Systems to purchase a large plotting format printer to be used for printing various size papers at a cost of $5,595.04 due to current printer stopped working and is not repairable. Three quotes were received and this was the lowest qualified quote. The Board reviewed Purchasing matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Impact Office Products for the County to be part of a managed print program that will provide toner, preventative maintenance, troubleshooting, repairs, parts and reporting at a cost of $0.0165 per page for black and white copies and $0.1200 per page for color copies. This agreement is for a period of January 1, 2012 through December 31, 2016. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Chambersburg Area School District for printing 2012 Real Estate Tax bills in the amount of $5,881.00 and Per Capita Tax bills in the amount of $119.00. Three quotes were received; this was the least expensive quote. In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit for stormwater discharge and construction activity application being applied by Tuscarora School District, Mercersburg, PA, for land development plan for construction of tennis courts, concessions building, and parking lot. In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Marion Fire Company for proposed additional parking behind their current facility, with earthwork and stormwater controls. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:41 a.m. this date for the purpose to review Personnel matters. The Board reconvened into regular session at 10:10 a.m. No action will be required after executive session. The meeting was adjourned at 10:20 a.m. with a motion by Robert L.
