HomeMy WebLinkAbout2012-01-03 Commissioner Minutes TUESDAY, JANUARY 3, 2012 The Franklin County Commissioners met Tuesday, January 3, 2012, with the following members present: David Keller, Robert L. Thomas and Robert G. Ziobrowski. Commissioner Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked the agenda be revised to address a question asked during public comment last week. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Chairman Keller responded to a question asked last week by Mr. Piper related to safety issues pertaining to the Harmon’s building and why the local authorities have not been notified of this hazard. The roof had a minor leak when the Salvation Army had their coat drive and the Downtowners assembled their wooden plane. Since this time the leak has grown. This leak has caused internal damage to the floors and is now off limits to employees and the public. The building is structurally sound and there is no need to notify the local authorities. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; approved to appoint David S. Keller as Chairperson of the Board of Commissioners of Franklin County for 2012. Commissioner Thomas asked to have a discussion on this motion. He stated he has had a concern the past two years and according to PA County Code counties are required to reorganize and appoint a Chairman of the Board of Commissioners by a vote of the Board. As long as anyone living can remember the Commissioners have nominated the Chairman as the top vote getter. Commissioner Thomas supported Mr. Elliott as the Chairman when he was the top vote getter. Four years ago he was clearly the top choice and this past election he was the top vote getter. The message from voters was clear and he does not support this motion, however, moving forward he stated his position and said what he had to say and as in the past and he will work with the other two commissioners in a solid and positive way but wanted them to know where he stands on this today. Commissioners Keller and Ziobrowski voted yes, while Commissioner Thomas opposed. Chairman Keller presided and after calling the meeting to order, proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; Robert L. Thomas was elected as Vice-Chairperson of the Board of Commissioners of Franklin County for 2012. Commissioners Ziobrowski and Keller voted yes while Commissioner Thomas abstained. On a motion by Robert L. Thomas, seconded by David S. Keller; Robert G. Ziobrowski was elected as Secretary of the Board of Commissioners of Franklin County for 2012. Commissioners Thomas and Keller voted yes while Commissioner Ziobrowski abstained. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the regular meetings of the Franklin County Commissioners, Salary Board, Election Board, Retirement Board, and the Board of Assessment and Revision of Taxes in the Commissioners’ Office on Tuesdays and Thursdays of each week beginning at 9:30 a.m. prevailing time, with the exception of the following dates: Thursday, November 22, 2012 and Tuesday, December 25, 2012. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the County office hours being maintained between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. Lunch breaks will be one-half (1/2 hour) in duration and each department head will be responsible for staggering employee lunch breaks so as to provide services to the public for the full eight (8) hours of each business day. The Board reviewed appointments to the Agricultural Land Preservation Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Linda Golden, Sam Small and Timothy Sponseller for a three (3) year term to expire on December 31, 2014. The Board reviewed appointments to the Planning Commission Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Cindy Lawver, Dr. John Benhart and Richard Ross for a four (4) year term to expire on December 31, 2015. The Board reviewed appointments to the Letterkenny Industrial Development Authority. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint C. David Jamison, Dan Keen and Samuel King to serve on the Letterkenny Industrial Development Authority for a five (5) year term to expire on December 31, 2016. The Board reviewed appointments to the General Authority Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Julio Lecuona for a five (5) year term to expire on January 3, 2017. Continued on page 4 The Board reviewed appointments to the Franklin County Emergency Services Alliance Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint David Donohue and Bryan Stevenson as Primaries and Meghan O'Brien and Ben Rice as Alternatesfor a one (1) year term to expire on December 31, 2012. The Board reviewed appointments to the Local Emergency Planning Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint John Byers, Jr., John Massimilla, Michael Kessinger, Steven Swope and William Little to serve on the Local Emergency Planning Committee for a three (3) year term to expire on December 31, 2014. The Board reviewed appointments to the Franklin County Library Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Carole Carbaugh and Frank Ervin for a two (2) year term to expire on December 31, 2013. The Board reviewed appointments to the Franklin County Visitors Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Roxanne Goodwyn, Joel Fridgen, David Sciamanna, Mark Miller, Carlene Willhide, Mary-Anne Gordon, Michael Ross and Cinda Fox for a three (3) year term to expire on December 31, 2014. The Board reviewed appointments to the Franklin County Soil Conservation Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Sam Worley and Paul Witterfor a four (4) year term to expire on December 31, 2015 and Nelson Egolf to fill an unexpired term to expire on December 31, 2012. The Board reviewed appointments to the Franklin County Redevelopment Authority Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Judy Chambers for a two (2) year term to expire on December 31, 2013. The Board reviewed appointments to the Franklin County Rural Planning Organization Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Michael Christopher, William McLaughlin, Meribeth Raves and John VanHorn for a three (3) year term to expire on December 31, 2013. Chairman Keller asked Tiffany Bloyer, Human Resources Director to review several policies that have been updated. Ms. Bloyer explained the following changes: the Tuition Reimbursement Policy is changing to a maximum of $4,000.00 a year and added $350.00 a year for certifications: Compensatory Leave Policy has changed to use comp time in 60 days instead of 30 days from date of initial accrual; Employee Travel and Reimbursement Policy has combined the Mileage and Travel policies and there is an increase in the amount per meal and also added more detail with instructions when filling out expense reports; On Call Beeper Pay policy has increased to $36.00 for each day Monday - Friday and $54.00 for weekend and holidays; Pay Grade Change Policy is being made more clear on process on any change in pay. She explained that all these changes were in the current budget. Commissioner Ziobrowski asked Mr. Hart to explain what motivates employees now and before when it comes to tuition reimbursement. Mr. Hart stated one motivating factor most employees have coming out of college is the possibility of earning an advanced degree. Tuition reimbursement is a recruitment tool and will have a positive effect on retention also. Controller Carol Diller asked if there is a payback clause if employee leaves county employment and Ms. Bloyer explained the clause where it states what the payback is. Continued on page 5 The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Franklin County Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Nursing Home Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Franklin County Jail Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this policy is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Franklin County Emergency Management Services Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Franklin County Court’s Personnel Manual and include it as part of the County’s Policies with amendments and any policy conflicting with this manual is hereby repealed in so far as the same effects this manual. A copy of this manual is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the Risk Management Health and Safety Manual and include it as part of the County’s Policies with amendments and any policy conflicting with this manual is hereby repealed in so far as the same effects this manual. A copy of this manual is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to accept the HIPPA Policies and include it as part of the County’s Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of these policies is maintained in the Commissioners Office file. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the attached list of policies and any policy conflicting with these policies is hereby repealed in so far as the same affects these policies. A copy of these policies is maintained in the Commissioners’ Office files. Continued on page 6 The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the following tax return days of tax duplicates: School,  County, Township/Borough, and the First, Second Interim/Supplement duplicates for the Year 2011, along with 2010 Third and Fourth Quarter Interim/Supplement duplicate will be returned by Friday, January 13, 2012.  Year 2011 Third and Fourth Quarter Interim/Supplement duplicates will be returned by Tuesday, January 15, 2013.  Year 2012 Franklin County Tax Duplicates will be available at the Tax Services office on Monday, January 30, 2012. The minutes of December 27, 2011 and December 29, 2011 meetings were read. These will be approved Thursday, January 5, 2012. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the position description for the Domestic Relations Enforcement Officer Position. The meeting was adjourned at 12:05 p.m. with a motion by Robert G.
