HomeMy WebLinkAbout2012-01-05 Commissioner Minutes THURSDAY, JANUARY 5, 2012 The Franklin County Commissioners met Thursday, January 5, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Allen Piper provided public comment and had asked questions previously concerning the occupancy and safety of the Harman’s building but has not heard anything, do they have any comment back? Chairman Keller responded that he answered the question on Tuesday so he will repeat his response. Mr. Piper hopes that this year goes better than last year for the Board and luck is with them and he hopes they make the right decisions and continue on a conservative path. CRG is still active and will not go away and they will continue to monitor politicians at all levels. He asked them to be frugal with tax payers money. Chairman Keller said the response he provided was the roof of Harmon’s building did have a minor leak when Chamber of Commerce and Salvation Army were using the building, but since that time the roof leak has increased and the floor has since buckled and now the building is off limits to public and employees but the buildings structure is sound so there is no need for authorities to be notified. Chairman Keller asked Mr. Piper to repeat the question concerning the Commissioner Complex building. Mr. Piper said he asked that since the buildings adjourning the Harman’s building are close and since people are occupying these buildings, he was curious about safety on both sides. Chairman Keller said staff has inspected the building and deemed them structurally safe. Mr. Piper asked if there is a no occupancy posting on the building? John Hart responded that no, the floors have buckled up and they are wooden floors tongue and groove. The maintenance director inspected and the metal trusses have not deteriorated. His understanding with an occupancy permit is once building has posed a safety hazard structurally is when you request one. All utilities have been turned off and we are not trying to occupy the building. Mr. Piper said that a permit could be issued for various reasons with different levels of safety concerns and he was concerned that it was necessary to notify the borough but didn’t feel that it was and didn’t see that the building was about to fall over. He wanted to emphasize that it is tax payer money and he asked the Board to be upfront, transparent and open and he knows they already do that but it’s his job to see that they continue to be transparent and be frugal with spending tax payers money. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 27, 2011 and December 29 meetings. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice of Intent to Award to the following companies for the Franklin County Judicial Center renovations Bid: E.L. Heim Company, Mid State Mechanical & Electrical, W. Harley Miller Contractor, ThyssenKrupp Elevator and McCarty & Son Electrical.
