HomeMy WebLinkAbout2012-01-19 Commissioner Minutes THURSDAY, JANUARY 19, 2012 The Franklin County Commissioners met Thursday, January 19, 2012, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of January 10, 2012 and January 12, 2012 meetings. The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Acceptance and Authorization of Additions and Exonerations to the Tax Collectors of Franklin County for the years 2010 and 2011, in order that the Tax Collectors listed may close their 2010 and 2011 County and County Library Duplicates and that the attached lists entitled “Board of Assessment - Summary Report” dated January 6, 2012 be made a part of these minutes. The Board reviewed additional Assessment matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to certify the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivisions of the County and the name of the Tax Collectors of said political subdivision for the year 2012. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $40.00/day for the period of January 28, 2012 through September 23, 2016, in addition a one-time payment not to exceed $474.50 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal financial Participation program. The Board reviewed Day Reporting Center matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the quote from Rainbow International to provide monthly cleaning and polishing of all tiled floors and to include stripping and re-finishing floors four times a year at the Day Reporting Center at a yearly cost of $3,260.00 for the period of January 1, 2012 through December 31, 2012. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the renewal contract between the County of Franklin and Motorola for maintenance on the hardware support of the County’s radio system at a cost of $430,815.00 for the period of February 1, 2012 through January 31, 2013, covered 100% by Wireline Funding. This company is on state contract pricing. Continued on page 2 The Board reviewed Election matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Certification of County Maintenance Effort pursuant to Section 254(a) of HAVA and in accordance with HAVA Title II Financial Assistance Agreement for the reporting period of July 1, 2011 through December 31, 2011. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the amendment to contract between the County of Franklin and Keystone Rural Health Center (dated March 12, 2009) to provide Behavioral Health Outpatient Services for Jail Diversion Program. This amendment is to extend the contract from January 1, 2012 through December 31, 2012 and maximum encumbrance is $10,000.00. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Grants Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and the Mental Health Association of Franklin and Fulton Counties to provide peer support specialist services to improve treatment options for Jail Diversion participants at a cost of $27,040.00. This is covered 25% by the Jail Diversion Grant. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Contract between the County of Franklin and Capital BlueCross to provide Cobra medical coverage for former employees for the period of January 1, 2012 through December 31, 2012. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Contract between the County of Franklin and Capital BlueCross to provide services in support of the Retiree Drug Subsidy for the period of January 1, 2012 through December 31, 2012. The Board reviewed Human Services Administration matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the 2012 Supplemental Appropriation to include entry in the budget for Homelessness Prevention and Rapid Re-Housing (HPRP) services in the amount of $139,100.00. A request has been sent to the State for additional funding to continue operations for the entire length of the grant. No additional county funds are required and is 100% grant funded. The Board reviewed Prothonotary matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Barbara B. Townsend to provide contracted attorney services at a cost of $1,776.00 per year for the period of January 1, 2012 through December 31, 2012. The Board reviewed Recorder of Deeds matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson to provide contracted attorney services at a cost of $2,238.00 per year for the period of January 1, 2012 through December 31, 2012. Continued on page 3 The Board reviewed Register of Wills matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson to provide contracted attorney services at a cost of $2,238.00 per year for the period of January 1, 2012 through December 31, 2012. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Letter of Agreement between the County of Franklin and Theodore Sofish, MD, MPH, of Summit Occupational Health to provide medical director services for wellness programs, ordering physician for influenza vaccine, PPD testing and Hepatitis B immunizations at a cost of $500.00 for the period of January 1, 2012 through December 31, 2012. The Board reviewed Visitors Bureau matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Central Penn Parent for 12 months of website advertising to feature fun and road trip portions in Franklin County to target families and women for a cost of $1,800.00, funded by room tax revenues, for the period of January 17, 2012 through December 31, 2012. The Board reviewed additional Visitors Bureau matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Hagerstown Magazine for three ½ page ads, accessing key markets within a two-hour drive of Franklin County to promote events in Franklin County for a cost of $2,593.35, funded by room tax revenues, for the period of January 17, 2012 through December 31, 2012. The Board reviewed additional Visitors Bureau matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and WJEJ – Hagerstown Broadcasting for radio personality Lou Scally, to promote upcoming events for a cost of $1,100.00, funded by room tax revenues, for the period of January 17, 2012 through December 31, 2012. In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Individual Permit application being applied by Fayetteville Contractors, Inc. Asphalt Plant for discharge of stormwater for continued operations at existing asphalt plant 2.1 miles north of Greencastle in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES General Permit application being applied by Ventura Foods, Inc. for discharge of stormwater for building expansion and parking lot addition land development at their site located north of Orchard Drive in Chambersburg. In accordance with PA Act 14 notifications, Landis Threading Systems notified the County of a Pennsylvania Department of Environmental Protection application being applied to renew air emission permits at 360 S Church Street, Waynesboro. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection NDPES General Permit application being applied by Waynesboro Area School District for WASD Practice Field for recreational purposes, in Waynesboro. Continued on page 4 The Board reviewed Commissioners Office matters and conducted a bid opening for the Sale of an Old Wooden Desk. The following bidder submitted a bid: Troy Wenger bid a total of $11.00. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to award the desk to Troy Wenger for a total bid of $11.00. This was the only bid received. The Board discussed appointments to the Capital RC&D Area Council Board. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint Janet Pollard as Member-at-Large for a term to expire March 2015, Commissioner Robert G. Ziobrowski as Alternate Commissioner Representative to expire March 2013 and George Hurd as Alternate Member to expire on March 2013. Teresa Beckner, Fiscal Director presented a monthly fiscal report to the board and discussed the following items: Review of 2011 expense and revenue budget performance through November with expenses tracking as anticipated and revenues overall consistent or better than prior years.
