TUESDAY, JANUARY 24, 2012
The Franklin County Commissioners met Tuesday, January 24, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to include Chairman’s time to respond to a question from
last week’s meeting. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to adopt the amended agenda.
Chairman Keller is responding to Mr. Piper’s question from last week concerning
general fund receipts. In 2010 the general fund received $40,534,510 in revenue that
includes property taxes and other sources. In 2011 the general fund received
$40,215,177 but this is prior to any year-end adjustments that may need made.
Chairman Keller also responded to Mr. Piper’s question about population in the County.
The population was 149,618 per the U.S. Census Bureau as of April 1, 2010 and there
has not been an estimate of the county’s population done since then.
There was no public comment.
The minutes of January 17, 2012 and January 19, 2012 meetings were read.
Chairman Keller will forward corrections to the Secretary to be made before Thursday’s
meeting. These will be approved Thursday, January 26, 2012.
The Board reviewed Agreements, Contracts and Reports. Noll Wilt, Information
Services Director was present to explain further the Information Technology Acceptable
Use Policy that is in for Board approval this week. Mr. Wilt provided the background to
the Board on developing this policy. All items will be approved Thursday, January 26,
2012.
Colonel Jim Astor with the Office of Employer Support of the Guard and Reserve
presented the Board with an award to honor them for supporting employees who are in
the Guard or Reserves. David Donohue, Emergency Services Director nominated
Franklin County for this award due to the fact the County was supportive if his
deployment with only a one day notice. Mr. Astor stated employer support means a lot to
employees when they go into combat or are deployed. Chairman Keller said he was
thrilled that the County has someone like David in the Guard and dividends will come
back to Franklin County many times over. He said this is an easy decision to support
our men and women in uniform. Commissioner Thomas said the County has always
supported Guards and Reserves and one example was District Attorney, Matt Fogal.
Colonel Astor provided the Board with a certificate and lapel pins to honor them.
Attorney Jerrold Sulcove was present for an executive session. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter
an executive session at 10:15 a.m. this date for the purpose to review Keystone Rural
Health tax exemption appeal matters. The Board reconvened into regular session at
10:50 a.m. No action was required after executive session.
