HomeMy WebLinkAbout2012-01-26 Commissioner Minutes THURSDAY, JANUARY 26, 2012 The Franklin County Commissioners met Thursday, January 26, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to amend the agenda to remove the appointment for the Library Board and to consider this action next week. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the amended agenda. Jay Lightfoot provided public comment and asked when the Board is going to starting using the microphones? Chairman Keller responded that they are looking at using a different microphone so the Board is not ready to deploy them. Allen Piper provided public comment and asked if Chairman Keller can explain the rationale in answering Mr. Lightfoot’s question because he doesn’t understand the response. Chairman Keller said that a couple of the Commissioners have expressed they want to use a different microphone. Mr. Piper asked how long till they are in operation? Chairman Keller said the Board has expressed the concerns to staff and staff is working on it and plans are to get them in operation soon. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. Commissioner Ziobrowski entered the meeting room at 9:37 a.m. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 17, 2012 and January 19, 2012 meetings. The Board reviewed Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Contract signed on December 22, 2011 between the County of Franklin and Chambersburg Area School District for printing of 2012 Real Estate Tax bills to increase the amount $650.00 to a total amount of $6,650.00. All other terms and conditions of the original contract will remain in full force and effect. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service Agreement between the County of Franklin and South Central Community Action Program (SCCAP) to provide one Family Development Credentialing Program (80 hours of classroom instruction) to human service workers which is a requirement for Franklin County Children and Youth to remain a Pennsylvania Promising Practice Initiative County. This Agreement is for a total amount of $14,000.00 and is for the period of February 1, 2012 through September 30, 2012. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Certification Statement of Children & Youth Programs to PA Department of Public Welfare. This revised report is moving expenses from one category to another and does not change our Federal, State reimbursements or the County share. This report in the amount of $8,168,614.00 is submitted to the State for reimbursement for expenses incurred for the period of July 1, 2010 to June 30, 2011. Continued on page 2 The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Budget Amendment to PA Department of Public Welfare for fiscal year 2010-2011 to increase the budget for administration expenses requiring the County to do a budget amendment. This amendment only moves expenses from one category to another and does not change our Federal, State reimbursements or the County share. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $24.00/day for the period of December 20, 2011 through March 26, 2013, in addition a one-time payment not to exceed $-0- to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $36.41/day for the period of February 1, 2012 through January 15, 2016, in addition a one-time payment not to exceed $-0- to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and David C. Wertime to provide contracted attorney services at a cost of $4,297.00 per year for the period of January 1, 2012 through December 31, 2012 The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to provide payment of interest from debt service funds. This appropriation is covered by debt service millage in the amount of $22,794.00. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2012 Supplemental Appropriation in the amount of $4,050.00 to account for newly awarded Jail Diversion Project Modification Request to extend the grant through March 31, 2012 and adds a Franklin County Housing Summit and Rental Assistance Program. Continued on page 3 The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Subgrant Award Notice (#2009-JG-04-22715) from Pennsylvania Commission on Crime and Delinquency for the Franklin County Security Technology Project for a grant amount of $147,750.00 for the period of January 1, 2012 through December 31, 2012. The Board approved the grant application on September 29, 2011 requesting $200,000.00. The Board reviewed additional Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Kristen Hamilton to provide legal services for juveniles involved in the delinquency process to ensure juveniles are adequately represented during case processing at a cost of $41,470.00 for the period of January 1, 2012 through December 31, 2012. This is being paid for through the PCCD Juvenile Defense Capacity Building Grant. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the adoption of Information Technology Acceptable Use Policy. The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the report of Franklin County Liquid Fuels Act 44 Tax Fund to PA Department of Transportation for the year 2011. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Certification of County Funds to PA Department of Agriculture for 2011 Program Year for total funds in the amount of $135,000.00 for the purchasing of agricultural conservation easements. The Board reviewed Treasurer matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Clinton Barkdoll to provide contracted attorney services at a cost of $1,576.00 per year for the period of January 1, 2012 through December 31, 2012 The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Your4State.com-WHAG – IHAG for the Visitors Bureau to advertise on the website from January through June to promote upcoming events and to drive traffic to ExploreFranklinCountyPA.com at a cost of $2,600.00, funded by room tax revenues, for the period of January 1, 2012 through June 30, 2012. In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert & Associates notified the County of a Pennsylvania Department of Environmental Protection General Permit application being applied by United Business Park for commercial/industrial development proposed by the Cumberland Valley Regional Development Corporation on property located in Southampton Township. Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of Nursing met with the Board to review the quarterly Falling Spring Nursing and Rehabilitation Center Governing Board Report which is attached and made a part of these minutes. The meeting was adjourned at 10:45 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
