HomeMy WebLinkAbout2012-02-02 Commissioner Minutes THURSDAY, FEBRUARY 2, 2012 The Franklin County Commissioners met Thursday, February 2, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and asked when the speakers would be installed? Chairman Keller responded that as he said the other day the Board is looking at different microphones but should be ready soon. Commissioner Ziobrowski suggested to Mr. Lightfoot that he give a sign when he can’t hear what is being said. Allen Piper provided public comment and said he has problems hearing them especially when they have discussions back and forth with John Hart so has to take up for his friend who is a Veteran. Mr. Piper has a question relating to the bridge to be constructed in Amberson Valley, and because he travels that bridge all the time he is concerned and asked for an estimate when bridge will start to be worked on. Chairman Keller said it’s going in the engineering phase which is the first step, it will be bid and then contracts done. Commissioner Thomas said they don’t have any idea, never know what going to run into but if everything goes well may be advertised late this year and going to bid next year. Commissioner Ziobrowski asked Mr. Piper since he knows the route, does he agree that the area is really steep and Mr. Piper said yes, it is dangerous there. Commissioner Ziobrowski said the federal flood plain may affect this bridge as well, especially since a township supervisor said this bridge goes underwater when the creek rises so may be an interesting factor but doesn’t know how far up the west branch of Conococheague it goes but may require more study. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 24, 2012 and January 26, 2012 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Kristen Hamilton, Esquire, to provide Guardian Ad Litem (GAL) services for Children and Youth clients to look out for the rights of children in dependency court cases at a rate of $50.00 per hour for the period of July 1, 2011 through December 31, 2011. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Stiltner, Taccino and Hamilton to provide Guardian Ad Litem (GAL) services for Children and Youth clients to look out for the rights of children in dependency court cases at a rate of $50.00 per hour, not to exceed $25,000.00 total for the period of January 1, 2012 through December 31, 2012. Continued on page 2 The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from C.S. Davidson for preliminary and final design of Franklin County Bridge #54 replacement at a cost of $254,633.10 with 80% federal funding and 20% State funding, no County funds are required. This one lane bridge will be removed and replaced with a bridge for two lane traffic. This contract is required by PennDOT and will be a reimbursable expense. The Board reviewed additional Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to Proceed to the following companies for the Renovations to the Franklin County Judicial Center bid: MidState Mechanical & Electrical, E.L. Heim Company, and McCarty & Son Electrical. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Program Management Agreement between the County of Franklin and Pennsylvania Department of Agriculture to reimburse South Central Community Action Program for authorized expenses for the Emergency Food Assistance Program (TEFAP) of $3,467.19 for the period of October 1, 2011 through December 31, 2011. The Board reviewed Mental Health matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report of Income and Expenditure Report to Department of Public Welfare for total expenditures in the amount of $6,679,072.00 for Fiscal year July 1, 2010 through June 30, 2011. In accordance with PA Acts 67, 68 and 127 notifications, H.F. Lenz Company notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Letterkenny Army Depot for drainage and stormwater management at Sites C and D to construct two remaining Mine Resistant Ambush Vehicle storage areas. The Board reviewed FSNRC matters and conducted a bid opening for the Sale of 1999 Mitsubishi HD1080 TV. The following bidders submitted bids: Troy Wenger from Greencastle, bid a total of $42.00 and David Cook from Fayetteville bid a total of $50.00. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to David Cook for a total bid of $50.00. This was the highest bid received. The Board met with the Human Resources Associate, the Deputy Controller and District Attorney for Salary Board matters. Bonnie Iseminger, Administrator of Renfrew Museum and Park, George Buckey, Treasurer of the Renfrew Board and Dave Secor, Board member of the Renfrew Institute were present to receive a proclamation from the Board in honor of Renfrew Museum’s th 200 anniversary. Mr. Buckey explained the history and that the museum house is the building that is 200 years old, the other buildings were added later. The previous owner Mrs. Nickodemus donated the land to the Borough to be used as a park and museum and provided an endowment that funds are raised for through various events and membership drives. Today Renfrew provides environmental education to young people in the area. Ms. Iseminger explained the events that are planned this year including summer concerts, a civil war event in May, a community event in September, pumpkin fest in the fall and also a Christmas event. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation th #2012-01 proclaiming the 200 Anniversary of the Renfrew Museum and that the attached proclamation be made a part of these minutes.
