However, there is a lack of convenient CFL recycling programs in Pennsylvania. Currently, CFLs make up about 20 percent of light bulb sales. Due to recent federal legislation and the energy efficiency of these bulbs, CFL sales are expected to increase. And as sales increase, so will the number of CFLs that need to be recycled. On average, each bulb contains about 5 mg of mercury. While throwing one CFL in the trash won't make much of an environmental difference, a convenient recycling program available to all PA residents will make an environmental difference. In order to begin educating Pennsylvania residents about recycling CFLs, as part of our Earth Day celebration, the Department would like to send out a prepaid bucket to counties and other interested parties for recycling CFLs. The idea is simple. The Department pays a lamp recycler to send a prepaid bucket to those who are interested. The county or other interested party makes the public aware of the need to properly recycle CFLs. Once the bucket is full, it is sent back to the lamp recycler. As people bring in CFLs for recycling, they are made aware of other ways of recycling CFLs such as HHW collection programs or CFL manufacturer initiatives like the program provided by Sylvania on their web page at www.sylvania.com Due to limited funds, the Department is able to provide only a limited number of buckets to interested parties. This is a one-time offer by the Department to help counties and other parties supplement their Earth Day education efforts. Requests for buckets will be accepted on a first come, first serve basis. It is expected that the selected bucket should hold around 100 CFLs, maybe more. If we receive a great deal of interest, we will need to limit buckets to no more than one per party. However, if we have extra buckets, we will may be able to provide more than one bucket to those who are interested.
