HomeMy WebLinkAbout2012-04-05 Commissioner Minutes THURSDAY, APRIL 5, 2012 The Franklin County Commissioners met Thursday, April 5, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided, and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Allen Piper provided public comment and said he requested a lectern on Tuesday and he does not see one today. He expects to see a lectern placed in this room soon. Mr. Piper said he attended Governor Corbett’s speech yesterday here in Chambersburg about holding the line on spending and taxes. Mr. Piper said it takes Democrats, Republicans, Conservatives and Liberals to have the guts and passion to say no and asks the Commissioners to not be afraid to stand up and say no to spending. He doesn’t think the Board hears him when he asks them to stop spending the tax payer’s money. He is flabbergasted that the Board spends money without little or no deliberation. He said the Chamber should fund the whole amount of $5,000 for the survey they requested last week instead of asking the County to pay for half. He asks the Board to stand up to the plate and if the Chamber wants to find out what the county needs then let them do it. The Board was in agreement of this with very little deliberation and he is seeing too much of that. He warned the Board that if they continue to spend to watch out at the next election. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of March 27, 2012 and March 29, 2012 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding between the County of Franklin and Greater Chambersburg Chamber of Commerce to confirm ownership of the Benjamin Franklin statue in the Chambersburg Heritage Center that is owned by the County and loans the statue to the Chamber for purposes of display. The County may request the temporary or permanent return of the Ben Franklin statue at any time. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2012 supplemental appropriation in the amount of $250,000.00 for the courthouse renovation project to cover alternates to contracts, change orders and architect and engineering fee to Noelker and Hull. The Board reviewed additional Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Revised Franklin County Disciplinary Process Policy #618.01 for the purpose of communicating to employees actions which will be taken to correct unacceptable behavior, unsatisfactory work performance, and/or any violation of County policy and procedure and/or state and federal law. Continued on page 2 The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Issue Resolution Policy #619.00 to provide employees the method to present concerns or complaints and to enhance communication by providing a formal process to resolve employee disputes. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Oliver Homes for a residential development on property located in Montgomery Township. In accordance with PA Act 14 notifications, Sunset Industrial Applicators notified the County of a Pennsylvania Department of Environmental Protection Air Quality Permit application being applied to construct a new surface coating system at the facility located in Chambersburg. The Board met with the Human Resources Director, the Controller, the Court Administrator and the Emergency Services Director for Salary Board and Personnel matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised 911 Shift Supervisors position description. The Board reviewed Commissioners Office matters and conducted a bid opening for the 2012 Bridge Maintenance Program. Steve Malesker from C.S. Davison, the County’s bridge engineer was present for the bid opening. John Hart, County Administrator explained this is the bridge maintenance program where a number of items were identified on 24 different bridges. This bid request is over and above what we can self-perform. The following bidders submitted bids for Guide Rail (Contract #1): Bill Anskis Company, Elysburg, PA - $270,738.74; Morganrail, Inc., Reading, PA - $274,058.40; William Orr & Sons, Jonestown, PA - $187,472.50. The following Bidders submitted bids for sealing, deck wearing surface replacement, underpinning and two bridge removals (Contract #2): Bill Anskis Company, Elysburg, PA – $277,359.00; H&H General Excavating, Co, Spring Grove, PA - $275,266.00; Keystruct Construction, Inc., York, PA - $139,575.00; Lobar Associates, Inc., Dillsburg, PA- $154,133.15; Redrock Construction, Inc., Mifflintown, PA - $206,061.30. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received to the County Administrator, the County Solicitor and the Bridge Engineer for their review. The Board will award or reject the bids on April 17, 2012 at 10:30 a.m. The Chairman wanted to inform everyone in attendance to look at the County’s website that the American Red Cross is issuing a plea to donors everywhere to take the time to donate blood at their local blood drive. There is a number of opportunities listed on the website to donate blood in April. Continued on page 3 The meeting was adjourned at 10:34 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
