HomeMy WebLinkAbout2012-05-03 Commissioner Minutes THURSDAY, MAY 3, 2012 The Franklin County Commissioners met Thursday, May 3, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. Allen Piper provided public comment and moved the sign-in podium to the microphone and then asked if ok that he moved it. John Hart, County Administrator responded that if anyone comes into the meeting room they need to sign in so he requested that Mr. Piper move the podium back so they could do so. Mr. Piper agreed and read a statement about our forefathers and the history of the National Day of Prayer. He said that the Board having a moment of silence or prayer before each meeting does not violate the establishment clause. Mr. Piper asked why this body passes the whole agenda instead of doing each item separately. He asked that each item be discussed separately and then take a motion on each item. He asked who makes up the agenda. Mr. Piper is requesting a hard copy of the minutes of each meeting and requests that they be given to him after the following meeting. Commissioner Thomas said the minutes are posted on the County’s website. Mr. Piper responded that he is requesting a paper copy each week since some people do not have computers. Commissioner Ziobrowski entered the meeting room at 9:35 AM. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of April 26, 2012 meeting. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized Adoption Assistance Agreement on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $0/month for the period of March 10, 2012 through March 9, 2017, in addition a one-time payment not to exceed $ -0- to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Chambersburg Mall, PREIT Services, LLC for Department of Emergency Services to participate in the Community Fair being held at the Chambersburg Mall on May 12, 2012 at no cost to the County. Continued on page 2 The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to PA Commission on Crime and Delinquency (PCCD) to request $115,728.00 from the Intermediate Punishment Treatment Program Grant to be used for Franklin County Intermediate Punishment program to be used for electronic monitoring, housing arrest, drug testing, community service, intense supervision, fines program, work release program, day reporting and the residential inpatient drug & alcohol program. In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit application being applied by Village Green for Discharges of Stormwater from Construction Activities. All public features for all phases have been constructed and stabilized. Earth moving activities associated with constructing single family dwellings shall be covered under a NPDES General Permit. In accordance with PA Acts 67, 68 and 127 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Robert Hissong for construction of a calf barn, equipment storage building and stone storage pad on the existing dairy operation located in Mercersburg. The Board met with the Human Resources Director and the Controller for Salary Board and Personnel matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised MH/ID Casework Supervisor II position description. Traci Kline, Area Agency on Aging Director met with the Board to provide a presentation on Older Americans Month and requested the Board consider a proclamation. This year’s theme is “Never Too Old To Play”. She said Franklin County has celebrated Older Americans Month for more than 25 years. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2012-07 proclaiming the month of May as Older Americans Month in Franklin County and that the attached proclamation be made a part of these minutes. The meeting was adjourned at 10:25 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS Older Americans Month 2012 - 07 Proclamation Whereas,Franklin County,Pennsylvania is a community that includes 33,515 citizens aged 60 and older;and Whereas,the older adults in Franklin County,Pennsylvania are among our most"treasured resources,"united by historical experiences,strengthened by diversity,and interpreting events through varied perspectives and backgrounds to bring wisdom and insight to our community;and Whereas,increasing numbers of adults are reaching retirement age and remaining strong and active for longer than ever before;and Whereas,the older adults in Franklin County,Pennsylvania deserve recognitions for the contributions they have made and will continue to make to the culture,economy,and character of our community and our nation;and Whereas,our community can provide that recognition and respect by improving the quality of life for older Americans by: • Increasing their opportunities to remain active and engaged in community life; • Providing individualized services and support systems to maintain the dignity,independence, and self-determination of older Americans as they age; • Combating ageist attitudes by honoring their past,present,and future contributions; Now Therefore,we,the Commissioners of Franklin County,Pennsylvania,do hereby proclaim May 2012 to be Older Americans Month. We urge every citizen to take time this month to honor our older adults and the professionals,family members,and volunteers who care for many of them.Our recognition and involvement of older Americans can enrich our entire community's quality of life.
