HomeMy WebLinkAbout2012-06-14 Commissioner MinutesTHURSDAY, JUNE 14, 2012 The Franklin County Commissioners met Thursday, June 14, 2012, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. Vice Chairman Thomas informed the audience that Chairman Keller is attending a Letterkenny Opportunity Showcase this morning and will not be attending the meeting. On a motion by Robert G. Ziobrowski, seconded by; Robert L. Thomas unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of June 5, 2012 and June 7, 2012 meetings. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman to execute the agreement between the County of Franklin and Susquehanna Door Service to provide maintenance and service to the automated door located at the Chambersburg Senior Activity Center on Norland Avenue, Chambersburg at a cost of $315.00 for the period of July 1, 2012 through June 30, 2013. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Letter of Agreement between the County of Franklin and HayGroup, Inc. to provide actuarial services in connection with the postretirement benefit plan for 2012 at a total cost of $12,500.00. The Board reviewed additional Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Supplemental Appropriation in the amount of $230,900.00 to move budget from Fund 41 (Equipment Replacement Fund) to Contingency in other more appropriate funds for non - general fund equipment. The Board reviewed Information Services matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Supplemental Appropriation in the amount of $70,160.00 for depreciation on 2012 Capital Purchases to be paid through allocation of cost across all county operations. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from Stanley Convergent to provide Sentry products duress transmitter at a cost of $5,250.00 with $2,500.00 being covered under the PCORP Loss Prevention Grant to assist in safety and security of the Jail's operations. Continued on page 2 The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from Com Pros, Inc. to purchase 15 radios to replace at a total cost of $14,892.31 with $7,500.00 being covered under the PCORP Loss Prevention Grant. These radios will assist in safety and security of the Jail's operations. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the quote from Nationwide Power to provide service and preventative maintenance on the UPS /Battery Banks system located at the Department of Emergency Services at a cost of $2,610.00 for the period of June 30, 2012 through December 30, 2012. The Board reviewed Purchasing matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved Policy #908.00 to provide guidelines on the County of Franklin's Procurement Card (P -Card) Program. The P- Card is a simplified, efficient and cost - effective method of purchasing and remitting payment for approved expenditures, providing for expedited delivery of goods, opportunities for better pricing, and an expanded list of available merchants. This action also includes Resolution #2012 -16 authorizing the issuance of individual procurement cards. In accordance with PA Acts 67, 68 and 127 notifications, Rivers Unlimited, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Wilson College to stabilize approximately 3,650 of the Conococheague Creek on property located in Greene Township. In accordance with PA Act 14 notifications, Office of Mental Health & Substance Abuse Services, South Mountain Restoration Center notified the County of a Pennsylvania Department of Environmental Protection Renewal Permit application being applied to discharge sewage for the Restoration Center on property located in Quincy Township. Traci Kline, Area Agency on Aging Director and Richard Albrecht, Protective Services Worker were present to conduct a presentation and ask for approval of a proclamation to designate June 15, 2012 as World Elder Abuse Awareness Day ( WEAAD). Ms. Kline provided the history of World Elder Abuse Awareness Day and the Older Protective Services Act. She reported there are four classifications of reports received: Abuse, neglect, exploitation and abandonment. There was a 77% increase of abuse in Franklin County from 2007 to 2011. Mr. Albrecht described some events doing locally including an elder task force of community members to raise awareness in the community and facilitate prosecution of certain cases. He also is holding a WEAAD bank training being held tomorrow for local financial institutions and their role in investigating reports of need and working together within State and Federal laws. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2012 -10 proclaiming the day of June 15, 2012 as Elder Abuse Awareness Day in Franklin County and that the attached proclamation be made a part of these minutes. Whereas: Combating abuse of older adults will improve the quality of life for all seniors across this country and will allow seniors to continue to live as independently as possible and contribute to the life and vibrancy of Franklin County. Whereas: Franklin County's seniors are guaranteed that they will be treated with respect and dignity to enable them to continue to serve as leaders, mentors, volunteers and important and active members of this community. Whereas: We are all responsible for building safer communities for Franklin County's seniors. Whereas: The well -being of Franklin County's seniors is in the interest of all and further adds to the well - -being of Franklin County communities. We, the Commissioners of Franklin County, do hereby proclaim June 15th, 2012 as Elder Abuse Awareness Day and encourage all Franklin County's residents to recognize and celebrate the accomplishments of Franklin County's seniors.
