TUESDAY, JULY 10, 2012
The Franklin County Commissioners met Tuesday, July 10, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Ken Jones from Chambersburg provided public comment and asked what we are
getting for the $265,000.00 to C.S. Davison for design services for a bridge in
Fannettsburg that was on the board action listing last week. He asked if there was a
less expensive way to decide if and when this bridge needs replaced. Mr. Jones also
asked for more information on the drug subsidies that’s included on the board action
listing this week and asked the board if it’s possible to approve each item separately
instead of a blanket approval. He said the peanut gallery is sometimes wanting more of
an explanation.
Allen Piper from St. Thomas wanted to touch on Mr. Jone’s comments
concerning the bridge. He travels this bridge many times and would like to know who
pulled the survey that approximately 600 cars a day travel this bridge. He is confused
on who is paying for this bridge since the cost is exorbitant. He would also like to know
when the State was consulted and their reaction when they said they were not going to
take this bridge over. Mr. Piper said somewhere somehow this spending has to be
questioned more, why do we continue to spend? He would like an answer to his
questions.
Charlie Morgan provided public comment and said he is looking for a job and
would like to work at a bank since he is good at data entry on the computer. He said
people say he is a good problem solver but employers in Franklin County are not hiring
people with disabilities.
The minutes of July 3, 2012 and July 5, 2012 meetings were reviewed. These
will be approved Thursday, July 12, 2012.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, Chief Clerk to explain the change order for the roof on the old fire
company building. John Hart explained there was no way of knowing the condition of
the planking until the roof was torn off. Once this was done it was determined it was not
satisfactory to put a shingle roof over current planking so the planking will be removed
and replaced and then the new roof put on. Commissioner Ziobrowski wanted to
address Mr. Jones question about the drug subsidies since it’s on the agenda. Mr. Hart
said the program is with the Federal Government and since we offer discount
prescription drugs to retirees the Federal Government reimburses the County for utilizing
our program instead of using the Medicare/Medicaid program. Commissioner Thomas
asked if it is a requirement to advertise in the yellow pages. Mr. Hart responded that it is
required for Aging and MH/ID to advertise their emergency hotlines and many
consumers use the yellow pages if they are in distress. The items will be approved

On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:50 a.m. this date for the
purpose to review the tax assessment appeal of Century, Inc. matters. The Board
reconvened into regular session at 10:12 a.m.
Mary Beth Shank, Solicitor asked approval to sign the stipulation with Century,
Inc. Docket #2010-45-93 on behalf of the Board of Assessment for a fair market value of
$110,000.00 and for the period of July 1, 2010 assessment of $13,530.00; January 1,
2011 for an assessment of $13,530.00; and January 1, 2012 for an assessment of
$14,410.00. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to authorize Mary Beth Shank to enter into a stipulation with
Century, Inc.
The meeting was adjourned at 10:14 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
