Theyweremuchbettersituatedtotakeonbehavioralhealthmanaged care, dualdiagnosistreatmentandsomeothernewventures. Theyhavebeen abletoprovidebonusprograms tostaffforsuccessfulventures. Thisnevercould havehappenedundercountygovernment. Initialproviderfearsprovedtobe untrueandbyallindicationsitwasasuccess. BerksCountywasthemostrecentcountytomovetoaprivate model…andthey toofeeltheendresultwasasuccessafteradifficulttransition.
